- Description
- Modification to Change from Set Aside to Full and Open Competition. This is a change from an Architect/Engineer Services to a Request for Proposals as listed on Presolicitation Notice MI-NRCS-25-03. The Natural Resources Conservation Service (NRCS) in East Lansing, Michigan is planning to solicit for professional assistance to develop Comprehensive Nutrient Management Plans (CNMP ) for livestock producers in the four administrative areas located in Michigan. NRCS will use these plans to assist with implementation of the Environmental Quality Incentive Program (EQIP) and the Conservation Security Program (CSP).The contractor shall provide all personnel, equipment, tools, materials, supervision and other items and services to provide the service. The first location is Area 1 consisting of Gogebic and Ontonagon Counties east to and including Chippewa and Mackinac Counties in the upper peninsula of Michigan. The second location is Area 2 consisting of the northern portion of the Lower Pensinsula, this area includes north of and includingMason, Lake, Osceola, Clare, Gladwin and Arenac Counties in Michigan. Area 3 includes the Southwest portion of the Lower Peninsula south of and including Oceana, Newaygo, Mecosta and west of and including Montcalm, Clinton, Eaton, Calhoun and Branch Counties of Michigan. Area 4 will service producers in the southeast portion of the Lower Peninsula including Gratiot, Shiawassee, Ingham, Jackson, and Hillsdale Counties in Michigan. CNMPs shall be developed in accordance with all applicable NRCS policy and criteria which can be found at the following websites: ? NRCS Field Office Technical Guide: http://efotg.nrcs.usda.gov CNMP development will require knowledge of conservation planning; an understanding of agronomy, engineering, soil conservation and water management practices; and good communication skills. The respondents must demonstrate the ability to become certified Technical Service Providers (TSP) in the categories of CNMP Planning and Assistance and CNMP Approval within 45 days of contract award. The selection criteria are: 1) Professional Qualifications, 2) Specialized experience and technical competence, 3) Capacity to accomplish work, 4) Past Performance, 5) Location in the area and knowledge of the locality of the project. Multiple contracts may be awarded as a result of this solicitation. More than one contract may be awarded within a watershed boundary. Each contract will be an IDIQ contract in an amount from $25,000 to $99,999. Projects will be ordered on an as-needed basis beginning from the date of contract award for a base year with 4 option years. Work under this contract to be subject to satisfactory negotation of individual task orders. Even though some watersheds have no anticipated CNMP development as indicated in the above quantities, future needs might result in projects located in those counties. The solicitation package will be available July 2, 2003 on this website. It is anticipated the award will be made mid-August, 2003. This is a total small business set-aside. The small business size is based on NAICS code 541990, which is $6 million average annual income. All responsible sources may submit a proposal which shall be considered by the agency.
