Description
THIS IS A REQUEST FOR PROPOSALS (RFP). The Department of Commerce/National Oceanic and Atmospheric Administration (NOAA) is seeking proposals for a new Small Waterplane Area Twin Hull (SWATH) vessel. The Request for Proposals (RFP), will be issued on or about July 17, 2003 at the following URL: http://www.swath.noaa.gov. The Swath vessel will conduct coastal mapping missions in support of the NOAA mission. This solicitation is for full and open competition. The NAICS Code assigned to this acquisition is 336611. A Bid Guarantee will be required of Offerors in the amount equal to the Ceiling Price. Payment and Performance Bonds will be required for the Detailed Design and Construction in the amount equal to the Target Price. The Government contemplates awarding contracts to offerors whose proposals represent the best value to the Government. This acquisition consists of two phases with multiple awards in Phase I. The Phase I contracts are Firm-Fixed Price (FFP) for a SWATH Feasibility Study and Preliminary Design (maximum two (2) contracts valued at a maximum of $150,000.00 each). At the conclusion of Phase I, the successful contractor maybe awarded the FFP Option for Contract Design. If the option for Detail Design and Construction is exercised, at the conclusion of Contract Design, the resulting contract will be Fixed-Price Incentive Fee (FPIF) with an Award Fee. The Government's ceiling price for the Contract Design and Detail Design and Construction is $10,108,000.00. Offerors must identify contractor teaming/partner arrangements in accordance with Federal Acquisition Regulation (FAR), Subpart 9.6, entitled "Contractor Team Arrangements" for purposes of contract award and performance. All sources may submit a proposal. Proposal are due on August 28, 2003, no later than 1:00 P.M. EDT. Proposals shall be mailed to the following address: U. S.
