Description

B-U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Services (NESDIS), intends to negotiate on a sole source basis with San Diego State University Foundation, Center for Hydro-Optics, Remote Sensing, San Diego, CA. to provide analysis services for HPLC Pigment Measurements for Algorithm Development and Validation in support of the Marine Optical Characterization Experiment Team. Vendors who believe that they can meet this requirement are required to submit in writing an affirmative response demonstrating they can meet the Governments requirement. All written responses must include a written narrative statment of capability, including detailed technical information and other technical literature demonstrating the ability to meet the above requirements. Failure to submit documentation will result in the Government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely with the discretion of the Government. Affirmative responses must be received no later than 10 calendar days after the posting of this notice. Award will be made using simplified acquisition procedures. Reference NEED-117
