Description
This is a combined synopsis/notice of intent for commercial items prepared in accordance with the format of FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are not being requested and a written solicitation will not be issued. This procurement is being issued as a Notice of Intent (NOI3071). This solicitation and its incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2001-14. This acquisition will be processed under Simplified Acquisition Procedures and is not a small business set-aside. The North American Industry Classification System Code Number 334516 and the small business size standard is 500 employees. The National Institute of Allergy and Infectious Diseases is issuing a Notice of Intents to negotiate on a sole-source basis using simplified acquisition procedures with Stratagene of Cedar Creek, Tx. for a quantity of one Mx4000 Multiplex Quantitative PCR System. The Laboratory of Infectious Diseases (LID) within NIAID is primarily focused on viruses such as diseases of respiratory, gastrointestinal tracts, the liver and the reticuloendothelial system in which the MX4000 Multiplex Quantitative PCR system has proven to be vital in our mission. The laboratory of Infectious Diseases is currently involved in numerous projects for Bio-Defense vaccine development and Serve Acute Respiratory Syndrome (SARS). The scientist currently uses a Stratagene MX4000 Multiplex Quantitative PCR System, which they have developed and validated assays on this instrument. The new Mx4000 Multiplex quantitative PCR System allows for faster turn around time in the experiments and comparable results of assays being from the identical PCR system. The Mx4000 Multiplex Quantitative PCR System is to be comprised of the listed components. 1) Mx4000 Multiplex Quantitative PCR System. 2) Brilliant plus two-step quantitative RT-PCR kit (quantity of 2 kits). 3) FAM/SYBR green filter set. 4) HEX/JOE/VIC filter set. 5) Texas Red/ROX filter set. 6) Cy-5 filter set. 7) Installation. FOB Point shall be Destination, inside delivery required to Bethesda Md. 20892. This will be a fixed-price contract. The following Federal Acquisition Regulations provisions and clauses apply to this acquisition: FAR 52.212-1 Instructions to Offerors-Commercial items; FAR 52.212-3 Offerors Representations and Certifications; FAR 52.212-4 Contractor Terms and Conditions-Commercial Items; FAR 52.212-5Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items; FAR 52.225-3 Buy American Act also applies. Offerors shall include with their offer a completed copy of provision at FAR 52.212-3 Offerors Representations and Certifications Commercial Items. Offers must be submitted no later than 5:00P.M. Eastern Daylight Time July 16, 2003.
