- BROAD AGENCY ANNOUNCEMENT (BAA AIA-03-0003) AIR FORCE (AF) INFORMATION WARFARE (IW) SOLUTION ANALYSIS INTEGRATED PRODUCT TEAM (SAIPT). The Air Force Information Warfare Center (AFIWC) invites solution based white papers with preliminary rough order of magnitude cost estimates and schedule that address AF Information Warfare mission needs in the following areas: Counterintelligence, Computer Network Attack, Computer Network Defense, Electronic Warfare, Information Assurance, Information Warfare Integration, Military Deception, Operations Security, Physical Attack, Public Affairs Operations and Psychological Operations. A secure website has been established to provide public access to the BAA package, collect unclassified submittals, and track classified submittals. Submitters who have not previously registered for BAA AIA 02-0002 are required to register at the BAA Information Delivery System (BIDS) secure website https://bids.acqcenter.com/afiwsaipt. Click on ?register? under the ?account center? heading. The submitter must complete all mandatory fields on the BIDS submitter registration form. Registration must be completed no later than 5 March 2004 or submitters may not be able to gain access to BIDS and upload white papers. BIDS submitter registrations are automatically accepted and the acceptance e-mail will provide the registrant?s username that will be used at the BIDS website and placed in the white paper. Questions regarding BIDS may be addressed via e-mail to the BIDS help desk at bidshelp@acqcenter.com or by accessing HELP REQUEST at the bottom of the BIDS site screen. BIDS help requests shall reference BAA AIA-03-0003. This announcement is open through 12 March 2004. Solution based white papers in response to this announcement may be submitted at any time during this period. A new BAA may be posted following expiration of this submittal period in support of any additional or continuing agency needs. Security Requirements: Every precaution must be taken to protect potentially sensitive or classified material. Such material should not be transmitted across open-source media like public phone, fax, Internet, or email. If a submitter has any reason to believe their white paper may reference ideas or operations that are classified, the submitter should contact the AFIWC Security Office at (210) 977-3310 for any security concerns regarding white paper submissions. Submissions classified SECRET may be E-mailed via SIPRNET to RMR-DR@iwcmx1.afiwc.aia.kelly.smil.mil. Specific laws and regulations directing the proper methods for transmission of classified submittals may bind submitters who are supported by an accredited security office. Other Special Requirements: (a) ONLY WHITE PAPERS ARE TO BE SUBMITTED, DO NOT SUBMIT PROPOSALS AT THIS TIME. ONLY WHITE PAPERS (FIVE PAGES OR LESS) ARE TO BE SUBMITTED. (b) Successful offerors must comply with the Privacy Act of 1974.(c) Offerors are advised that only Contracting Officers are legally authorized to commit the government to an award under this BAA. ADDITIONAL INFORMATION: Submitters are requested to provide their Commercial and Government Entity (CAGE) five position code and reference BAA AIA-03-0003 with their submissions. Submitters are reminded that they must be registered in the Central Contractor Registration (CCR) at http://www.ccr.gov to conduct business with the Government. Historically Black Colleges and Universities (HBCUs) and Minority Institutions (MIs) are encouraged to apply. Notice to Foreign Owned Firms: Such firms are asked to immediately notify the IW Requirements Branch at IWSOLUTIONS@Lackland.af.mil upon deciding to respond to this announcement. Foreign contractors shall be aware that restrictions may apply which could preclude their participation in this announcement. WHITE PAPER PREPARATION INSTRUCTIONS: The submitter must mark the white paper with a protective legend IAW FAR 52.215-1(e). Unnecessarily elaborate brochures or proposals are not desired.
