Description
The Statement of Work for the above solicitation appears below: STATEMENT OF WORK (SOW) FOR EMPLOYEE BENEFITS INFORMATION SYSTEM II (EBIS II) LICENSE & MAINTENANCE (L & M) 1.0 DESCRIPTION OF SERVICES 1.1 The contractor shall provide an annual software license for the Employee Benefits Information System II (EBIS II), to the Integrated Interactive Voice Response System/Employee Benefits Information System (IVRS/EBIS) Consortium, a group of federal government agencies/components. The contractor shall license the Point of Entry (POE) software to any Consortium agency/component that requires it. The contractor shall also provide technical support to repair, develop, and modify EBIS II/POE applications including all EBIS II/POE web pages, executables, scripts, database, and libraries. The contractor shall be solely responsible for application modifications to comply with changes in applicable laws and/or regulations mandated by the Congress, the Office of Personnel Management (OPM) , the Thrift Board, or other government agencies. 1.2 LICENSE: The contractor shall provide a license for EBIS II to each agency/component in the Consortium. Agencies/components include, but are not limited to, Department of the Air Force, Department of the Army, Department of the Navy, Defense Contract Audit Agency (DCAA), Defense Finance and Accounting Service (DFAS), Defense Information Systems Agency (DISA), Defense Logistics Agency (DLA), Department of Defense Education Activity (DoDEA), and Washington Headquarters Services (WHS). The contractor shall also provide licenses to any new agencies/components that join the Consortium. In addition, the contractor shall provide a license for POE to Consortium agencies/components on an as needed basis. Currently, each Consortium agency/component uses POE except the Department of the Air Force. EBIS II and POE licenses shall be renewed annually. 1.2.1 Grant of License: The contractor shall grant each Consortium agency/component the right to install and use one copy of the EBIS II server software on the server computer. Access to EBIS II server software will be limited to the agency/component service population for a specified period of time (one year). A Consortium agency/component can transfer the EBIS II server software to another computer provided that it is removed from the computer from which it is transferred in its entirety. 1.2.2 Licensee Rights and Limitations: Consortium agencies/components shall not provide the EBIS II software to anyone else. A Consortium agency/component can transfer the EBIS II software and accompanying written materials on a permanent basis provided the Consortium agency/component retains no copies and the recipient, another Consortium agency/component, agrees to the terms of this SOW. The Consortium shall not reverse engineer, decompile, or disassemble EBIS II software unless expressly permitted in writing, to do so by the contractor. 1.2.3 Limited Warranty: The contractor shall warrant that the EBIS II software will perform in accordance with the written warranty for a period of 90 days from the date of receipt and any hardware accompanying the software will be free from defects in materials and workmanship under normal use and service for a period of one year from date of receipt. 1.3 SECTION 508 COMPLIANCE. The EBIS II application must meet technical standards codified in Title 36, Code of Federal Regulations (CFR), Part 1194. Testing and/or evaluation of EBIS II by an independent subcontractor, mutually agreed to by the Consortium and the contractor, will constitute the basis for all determinations by the Consortium concerning conformance/nonconformance with Section 508 technical standards. Pursuant to a determination of nonconformance, the contractor shall modify EBIS II consistent with the corrective action prescribed by the independent contractor. Work performed by the contractor to bring the product into conformance will be at no cost to the government. 1.4 TECHNICAL SUPPORT: The contractor shall provide technical support to develop and modify EBIS II application modules to include all EBIS II web pages, executables, scripts, database, and libraries, including those EBIS II executables used with IVRS, a related software application. DOD.exe, DODR.exe, and TSPDOD.exe are currently used with IVRS. The contractor shall also provide technical support for the POE. 1.4.1 Technical support shall include, but not be limited to, code development and problem resolution including fixes to problem reports. 1.5 UPDATES AND FIXES: The contractor shall provide the Consortium with the maintenance services at no additional charge: 1.5.1 Software functionality to interoperate with the user??s database (IVRS database), including setup and installation of the EBIS II software. 1.5.2 Any applicable changes, additions, refinements, or enhancements developed by the contractor, excluding any products or sub-products which are separately priced and marketed. 1.5.3 Notify the primary and/or alternate Quality Assurance Personnel (QAP) by phone, Email, or website of all known programming problems and workarounds. Notification will be followed up in writing if made by phone. 1.5.4 Any known fixes or problem solutions relating to the software program when fixes and solutions become known to the contractor. 1.5.5 Provide EBIS II users the ability to submit problem reports through an interactive website, Email, or by other means. 1.5.6 The contractor shall provide technical support for EBIS II via an interactive website and/or telephone support. Telephone support, if made available, will be Monday through Friday from 0900 to 1700 Eastern Standard Time. 1.6 WEB PAGE MAINTENANCE: Text changes shall be accomplished by: (1) table entries under the control of each Consortium agency/component and/or (2) the contractor upon the primary or alternate QAP??s request by phone or Email. The following web page text maintenance support shall be provided during the licensing period: 1.6.1 Updating web page text pertaining to date information and dollar amounts that change annually. 1.6.2 Updating web page textual references to keep EBIS II text information current. 1.6.3 Updating web page textual information due to changes in rules and/or regulations mandated by Congress, OPM, the Thrift Board, or other government agencies. 1.6.4 Revising erroneous or incorrect web page textual information not related to changes in rules and/or regulations. 1.7 DELIVERY ACCEPTANCE: The Consortium shall inspect and accept each deliverable. The primary and/or alternate QAP assigned at Randolph AFB TX has the authority for final inspection and acceptance for the Consortium for all services furnished. Inspection and acceptance shall be to the extent necessary to ensure that the required data products are submitted in accordance with contract and delivery order terms, conditions, and specifications. 1.8 SYSTEM CHANGES: 1.8.1 The contractor shall perform application modifications to comply with changes in applicable laws and/or regulations mandated by the Congress, OPM, the Thrift Board, or other government agencies. In instances where implementation of mandatory changes affect the functionality of the EBIS II product, the contractor shall provide the government an opportunity for review and comment prior to implementation. 1.8.2 The Contracting Officer may provide the contractor a detailed description, in writing, of suggested modifications and/or additions to EBIS II for consideration and implementation. The parties agree that suggested changes are not mandatory under this contract. 1.9 PROBLEM FIXES: The primary and/or alternate QAP shall provide the contractor with a detailed description, either by Email or website, of problems which shall be fixed under the contract after coordination with the Contracting Officer. For tracking and reporting purposes, each problem report shall be assigned a sequential problem report number. Each problem report shall include: ?X Name, phone number, and E-mail address of individual reporting the issue ?X Component name ?X Name, phone number, and E-mail address of component??s technical personnel ?X Name, phone number, and E-mail address of Consortium point of contact assigned to the issue ?X Date and time problem report forwarded to the contractor ?X Section of EBIS II/POE where problem occurred ?X Exact URL where problem occurred ?X Web page title ?X User ID and password (POE issues only) ?X Employee??s SSN and PIN (EBIS II issues only) ?X Detailed description of the problem ?X Severity of the problem ?X Priority of the problem
