- This announcement constitutes a Notice of Contract Action (NOCA). The Flight Training Systems Program Office (ASC/YTA) anticipates issuing a sole source solicitation in the 4th Quarter of FY 03 to The Boeing Company, P.O. Box 516, St. Louis, MO 63166. The government?s intent to solicit and negotiate with only The Boeing Company will be under the authority of FAR 6.302-1(a)(2), Only one responsible source and no other suppliers or services will satisfy agency requirements. This acquisition is a follow-on to contract (F33657-95-C-0057) currently being performed by The Boeing Company, which was competitively awarded for the Avionics Upgrade Program of the T-38 fleet and will involve analyses, studies, planning, design/development, qualification/test, production, kits/retrofit/spares, integration, installation, training, support, sustainment, and program management. The period of contract performance will be for FY 05 with options through FY 10. Approximately 140 T-38 Aircraft have undergone the AUP upgrade and this effort will complete the entire upgrade fleet. The Government anticipates various project-level T-38C aircraft improvements that will occur for the associated modification quantities/deliverables to be acquired. As a result, the requirements for this acquisition are further defined in terms of functions to be performed relative to modifications to the T-38 Aircraft and may include some or all of the following: engineering; hardware component/subsystem development and/or modification, test, integration, fabrication, installation and support; software development, test, integration/installation/support, including software block updates; kit prototype, retrofit; production as required (e.g., tooling design/change, systems engineering, hazardous material elimination/reduction, etc); identification of impacts/correction as required relative to updating the support structure (e.g., support equipment, technical orders, spares, training, etc); and operation and maintenance of facilities to support changes. In order to be considered a potential source, interested parties must submit in writing (via U.S. mail or E-mail to Gerald.allen@wpafb.af.mil) with the company name, point of contact, telephone number, e-mail address, company status, and a clear, concise and complete statement of capability within 15 days of this announcement. As a minimum, interested parties must detail the following areas: 1.) How and/or why the respondent believes they can perform the anticipated effort. Identify current resources, including cleared manpower (technical skills, numbers and types), secure facilities, computer resources to maintain and update complex trainer software, and financial resources, available to accomplish the requirements of this program. Description of the differences between existing resources and the additional resources needed to accomplish the above requirements. 2.) Provide detailed past performance All respondents shall indicate whether they are a large or small business in relation to North American Industrial Classification System (NAICS) Code 336411 with corresponding size standard of $20 million for determination of small business status. Failure to provide the above data with your response to this notice may disqualify your firm from further consideration. Mr. Mike Higgins (michael.higgins@wpafb.af.mil) has been appointed as Ombudsman to hear concerns for offerors, or potential offerors, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the program director or the Contracting Officer. The Ombudsman should only be contacted with issues or problems that have been previously brought to the attention of the Contracting Officer and could not be satisfactorily resolved at that level.
