REQUEST FOR INFORMATION SYNOPSIS ANNOUNCEMENT FOR THE FEDBIZOPS/COMMERCE BUSINESS DAILY: (CB LINER) Task: Chemical/Biological (CB) Liner for Large Capacity Shelter (AF Medium Shelter). Objective: The 311 HSW, Human Systems Program Office is seeking information on the Industry?s capability and materials available for development of a Chemical/Biological (CB) liner to be used with the latest Air Force Medium Shelter system (MSS) currently in inventory. This CB liner in conjunction with other CB components in inventory will then provide a collective protection (CP) system that is needed in bare base, medical, and special operations deployments worldwide. After successful prototype liner testing, procurement of production units is proposed starting in FY04. From this point on, this project will be called the ?Large Capacity Shelter CB Liner.? Background: A prototype ?non-CB? liner made of lightweight polyester was developed and installed into a MSS. An initial prototype check for form and fit was conducted and a few design changes were identified at that time. Updated design drawings, the prototype liner, and a performance specification will be used to begin the acquisition of the LCS CB liner. Currently, a 5-layer laminate CB Liner is used with the Air Force?s collective protection systems that provide the chemical and biological resistance to liquid and vapor threats. Requirement: Based on the concept of operations for bare base and expeditionary special operations, a large capacity collective protection system, such as the 1,500 ft2 Medium Shelter, is required to provide mass sheltering of deployed personnel. The intent of this RFI is to collect information that will be used to determine the feasibility of developing a CB liner system (using current laminate or new materials meeting or exceeding existing capabilities) for the MSS. Information is required on Industry?s capabilities to develop a LCS CB Liner using the government provided prototype liner, drawings and performance specification that will meet or exceed the Joint Services needs. Firms having the ability to design and manufacture liner should submit specific information that documents their capabilities and potential to successfully execute this effort. Such information should include but is not limited to: potential materials, engineering design, manufacturing techniques (seaming, stitching, sealing, etc.) and capabilities, test and evaluation results, and affordability. The LCS CB Liner will interface with the standard M28 CPE Type II vestibule membrane opening and be compatible with existing CP liner closures adopted in the Air Force Medical Shelter System (AF Small Shelter) shelters. Approximate dimensions for each liner are: 29 ? feet wide by 26 feet long with a height of 10 feet. Each MSS will use 2 liners that will connect to each other to create approximate a 1,500 ft2 toxic free area. See pictures and drawings attached, this documentation is to be considered early prototype and should be referenced for information only. A Draft Request for Proposal (RFP) will be released on or about 15 August 2003.
