Description

REPAIR/OVERHAUL: 2 each Electrical Plug-In Units appl. F-15 Test Set. The contractor shall provide all labor, facilities, equipment and all material to accomplish the repair, test, packing and packaging and return to the government in accordance with the work specifications contained in the contract, the line items of Air Force equipment listed below. A firm fixed price/fixed quantity type contract is contemplated. The items and quantities are as follows: CLIN 0001: NSN: 4920-01-293-4375NT, P/N: A06G2806-1, Noun: Electrical Plug-In Unit, Application: F-15 Test Set, Qty: 1 Each. CLIN 0002: NSN: 4920-01-294-5237NT, P/N: A06G2865-1, Noun: Electrical Plug-In Unit, Application F-15 Test Set. This solicitation is to obtain a fixed price/fixed quantity repair contract with 100% contractor furnished material. The work is to be performed in accordance with the Original Equipment Manufacturer (OEM) procedures. McDonnell Douglas is the OEM. NOTE: No technical data i.e. T.O?s are available and cannot be provided by the government. The approximate issue date will be 17 Jul 03. Deliveries are to be at a rate of 1 each in 60 days ARO for CLIN 0001 and 1 each in 90 for CLIN 0002. No telephone requests. Only written or faxed proposals received directly from the requestor are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation which shall be considered. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. NOTE 26: Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government?s requirement with a commercial item within 15 days of this notice. An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
