Description
NA Defense Contracting Command-Washington intends to issue a GSA contract to Gartner Group Inc, 8405 Greensboro Drive, 6th Floor, McLean, VA 22102 for the following service. The OSD has a requirement for subscription services to include web-based and consult ant-level support. Databases and consultants must provide comprehensive and cutting-edge advice, research and analysis for the full array of Information Technology (IT) topics including application of technology, following trends and directions in IT, and managing and measuring the OSD IT infrastructure. The IT core services shall include three areas of business: Strategic Advice: Future-oriented analysis of all IT topical areas, including strategic planning assumptions, where analysts forecast developme nts in the IT world with specific probability assessments. Market Intelligence: Present and future-oriented analysis of vendors, new offerings and financial performance, including detailed analysis of products, markets, technologies and competition. Product Knowledge: Present-oriented analysis and comparisons o f currently existing IT products. The contractor shall provide core research focus areas covering the entire spectrum of Information Technology: Business, Industry, Special Reports, Technology, Markets. The contractor shall provide business research and advice services that sustains a continuous refresh program on the IT industry issues using the following methodologies to support the OSD CIO and OSD community: Web-based/electronic access to multiple cutting-edge databases, research papers, summaries, tr end analysis, future analysis of overall market, numerical probabilities of outcomes, etc. Virtual access to thousands of IT professionals and organizations. A monthly audio technology magazine, CD, that addresses the latest IT issues, trends and best pr actices in the core research focus areas and business. Research Notes that provide timely analysis of important events, key issues in industry, product announcements, vendor strategies, etc. Strategic Analysis Reports that analyze issues, companies and pr oducts in a much more in-depth manner than research notes and publish through out the year. Five-year service forecasts that examine and document Key Issues and Strategic Planning Assumptions. Conferences that cover all aspects of information technology t hat focus on technical, financial and managerial issues; company strategies; and significant trends in markets, products and supporting technologies. Review of client-generated documents and plans, RFPs and proposals. Direct contact with expert IT analys ts for individualized advice and counsel on an as-needed basis. Face-to-face meetings with IT peers, analysts, and industry experts through attendance at vendor sponsored events, theme and audio conferences. The vendor research quality should have accura cy projections in the 80+% range over the last five-year period. The vendor must have the ability to deliver concepts and models that relate the Total Cost of Ownership and effectively rate business or products by most successful and productive. The vend or must sustain an intellectual capital of new, cutting-edge research that is published routinely. The vendor must have access to the latest data that reflects IT metrics and measurements for benchmarking. Interested persons may identify their interest an d capability to respond to the requirement. This notice of intent is not a request for competitive proposals. This notice will be posted for 15 days.
