Description
NA REQUEST FOR INFORMATION Training Target to Replicate a Tactical Ballistic Missile (TBM) threat; It should be explicitly noted that the U.S. Government makes no official commitment nor obligation to procure any systems or services at this time by the release of this information. BACKGROUND: The Operations Division of the Targets Management Office is seeking information on the availability of a TBM training target, which would be used by the Air Defense Academy (ADA) for tactical live-fire PATRIOT training. Current target altern atives are cost prohibitive for the ADA community or not suitable for operation at McGregor Range, NM, which is the primary CONUS live-fire training site for the U.S. Army and Allied PATRIOT units. The following information is provided regarding specific target requirements: PERFORMANCE: Range VALUE:55 Km BOUNDS:(+/-5 Km) PERFORMANCE: Apogee VALUE: Greater than 90 Km AGL PERFORMANCE: Speed VALUE: Greater than 200 m/sec V BOUNDS:@ Apogee PERFORMANCE: RF Signature VALUE: Greater than 2 square meters BOUNDS:Forward hem isphere at C and S bands PERFORMANCE: Physical size (Target) VALUE: 3 meter long BOUNDS: +/- 1 meter PERFORMANCE: Rocket motor(s) VALUE: Classified as division 1.3 explosive (or more benign) under the provisions of 49 CFR (all) PERFORMANCE: Impact Point Accuracy VALUE: 3 sigma (99%) within a 17km cross range and 28 km down range box centered on the projected impact point PERFORMANCE: Launch Site VALUE: Concrete pad with electrical outlets PERFORMANCE: Launch Frequency VALUE: Max 2 missions within 4 hours, max 4 missiles within 24 hours, simultaneous (within 10 seconds) launch of 2 missiles per mission, max 4 missiles per day for 4 days for sustained operations. PERFORM ANCE: Transportation VALUE: Commercial transport on highway and range road. PERFORMANCE: Shelf life/storage VALUE: Greater than 3 years PERFORMANCE: Launch Environment VALUE: Temperature 0 - 115 degrees F, winds up to 25 knots steady with gusts up to 30 knots PERFORMANCE: Launch Success Rate VALUE: Greater than 98% within 2 minutes of scheduled time PERFORMANCE: Propulsion System VALUE: Solid fuel and meets the environmental requirements of Ft. Bliss / McGregor Range as e xpressed in the Standing Operating Procedures for Weapons Firing and Maneuver Area Use, dated 15 July 1996 In addition to the performance specifications listed above, the target must also have the following capabilities. a. The targets must be capable of providing realistic representations of current and future TBM threats (e.g. TBM A, B, C, D). b. The targets must be capable of being launched from existing McGregor Range, NM launch sites. c. The targets must be safety tested and approved for use at McGregor Range, NM. d. The targets must include flight termination capability. e. The targets must be cost effective as measured against the current generation of air-breathing aerial targets (MQM-107) used for PATRIOT live-fire training. f. The targets must be capable of being flown and engaged completely within the boundaries of McGregor Range, NM. h. The targets must be capable of being operated by contractor personnel. The Government is seeking a TBM target of which the cost per firing (target and service support) would not exceed $40,000. The Government is requesting information from industry regarding the availability, capabilities, and cost of TBM targets. Responses to this RFI should include, but not limited to, the following information: a. Number of stages, exterior target dimensions, materials of construction, and weight, including any booster stages. If the target is supplied as a prepackaged round, also provide the weight and exterior dimensions of the target launch container. b. Type of guidance employed, if any. c. RCS characteristics of the target, including description of RCS enhancement devices (if used). The description should provide general electronic description, operating frequencies, power input and output levels, modulation characteristics, and distributed angular RCS. d. If used, description and performance of any scoring devices (miss distance indicator). Note that scoring is not required. e. If used, description of command destruct or recovery subsystem and how the subsystems were certified. f. Representative trajectory data, including trajectory of separated boosters. One set of data should show the notational 55-kilometer-range shot. g. Dispersion data (99% confidence) for the sample trajectories, including dispersion data for separated boosters. h. Description of required launch support equipment, including electrical power, number and skill of personnel, and quality of meteorological support required to achieve stated impact dispersion values. This support description should included considerations for multiple-target missions (up to two targets). i. Safety considerations, including identification of all hazardous materials associated with the target system, storage method and shelf life of the target and related materials, minimum safe distances during launch for protected and unprotected operators, number of targets flown to date, and percentage of safe flights (safe defin ed as no part of the target fell outside of impact dispersion safety areas), and any safety training required for government or 3rd party contractor personnel. j. List of available documentation, including operator manuals. k. Availability issues, whether or not the target is currently in production, number of targets currently in inventory, and minimum order and economic order quantities. l. Estimated cost (hardware solution or complete turn-key operation). Any company with expertise to provide the required targets is invited to submit a statement of interest within 20 days, along with data to substantiate its qualifications. Data provided to substantiate qualification should include the information requeste d above and the contract number of any current or previous Government contract (s) for similar products. This request for information is for purposes of exchanging information to improve understanding of the Government requirement and industry capability and is for information purposes only. This announcement must not be construed as a commitment by the Gove rnment, and any information submitted by industry will not constitute an offer which could be accepted by the Government to create a binding contract. The Government does not intend to award a contract on the basis of this Request for Information or other wise pay for the information solicited.
