Description
NA The U.S. Army Robert Morris Acquisition Center, Natick, MA hereby gives its notice of intent to award a sole source contract to Hunter Manufacturing (Hunter), 30525 Aurora Rd, Cleveland, OH under the authority of FAR 6.302-1(a) (ii), Only One Responsible S ource and No Other Supplies or Services will Satisfy Agency Requirements. The intention of this procurement is to obtain by means of a firm fixed price contract fabrication and evaluation of a 60KBTU SHC utilizing the current 35KBTU SHC which was fabricat ed by Hunter. This heater is a patented item, and can only be purchased from Hunter Manufacturing. Hunter possesses the data rights of the SHC and is the only company that has the capability to upgrade the 35KBTU to a 60KBTU. Fabrication of upgraded unit s is required for field evaluation to verify reliability and safety upgrades. The upgraded unit with 60KBTU out put shall have the capability to heat all General Purpose Tentage in the field as well as the Modular Command Post (MCPS) tent. SHC shall meet the unique military heating requirements for operation without electrical power, multi-fuel operation, extreme cold operation (-60F), ruggedness, portability, and rapid deployment. There will be 3 phases to this contract. Phase 1 will consist of diagnost ic testing to determine design parameters and modification requirements for the upgrade effort. Contractor will submit a final technical report that will provide data results on the above testing and determination of failures, shortcomings and required d esign changes. Phase 2 will require the contractor to complete the final design of the upgrade including a fully detailed electronics package to provide complete automatic control of the safety and operational features of the unit. Phase 3 will consist of six heater units being fabricated with all accessories including 2 air ducts, remote control box and cable, fuel can stand and on board spares. All deliveries will be F.O.B. Destination with shipment to U.S. Army Soldier System Center, Natick, MA 01760. This notification should not be misconstrued as a request for proposal.
