- Description
- This is a Sources Sought Notice requesting information needed by the Government prior to the release of any potential solicitation. Please read this entire synopsis. Interested parties responding to this synopsis should identify their response under CAQ030035, Facilities and Recreation Maintenance. This is not a request for quotation and in no way obligates the Government to award a contract. The U.S. Department of the Interior (DOI), Bureau of Land Management (BLM), Colorado State Office (COSO), is seeking sources capable of providing a wide array of recreational and administrative facilities maintenance, plus road and trail maintenance throughout the State of Colorado. This work is currently managed and performed by BLM Offices throughout the State. BLM intends to perform a cost comparison pursuant to OMB Circular A-76 and the BLM Competitive Sourcing 2003 Express Review Guide in order to determine the most cost-effective source of required services. Accordingly, a solicitation for the services described herein may, or may not result. The requirements generally fall under NAICS code 561210 Facilities Support Services. General Information: BLM-Colorado provides facilities maintenance (FM) services across the entire State of Colorado. Distances to facilities could vary from 0 to 300 miles from the local administrative office. FM services include: minor maintenance of heavy equipment (graders, tractors, backhoes, etc.); road grading and minor construction of ditches and water bars; hiking trail and off highway vehicle trail repairs; drinking water systems, bridges, cattle guards, signs, fences, culverts, publications kiosks, and campsite resources; construction/maintenance/repair of buildings and corrals; removal of trash and abandoned vehicles from managed areas; routine janitorial services of recreation and administrative sites; graffiti removal from maintained facilities; HVAC systems maintenance and repair; manure and snow removal from various sites, brush and weed control on trails and managed sites; testing and disinfecting water systems and wells; erosion control and remediation; area rehabilitation; maintenance and repair of tools and equipment used in performing specified services. These services are currently performed by BLM personnel with the following job titles: Engineering Equipment Operator, Maintenance Worker, Maintenance Mechanic, Maintenance Mechanic Helper, Recreation Assistant, Recreation Technician, Outdoor Recreation Planner, Park Ranger and Laborer. Required skills include: operate/maintain/transport truck/trailer combinations on and off highway to move heavy equipment (Class C License), load and unload heavy equipment onto truck/trailer; operate grader, mower, tractor, backhoe, and similar equipment; perform carpentry, concrete work, stone masonry, electrical work, plumbing, painting, welding, HVAC maintenance/repair and janitorial work. Work requirements vary based on annual appropriations, and they vary seasonally and as a result of adverse weather, vandalism, and routine public use of BLM maintained resources. Service provider shall periodically tour and inspect BLM owned areas to recommend maintenance/repair needs, perform routine tasks as needs are detected and schedule/perform non-routine requirements on a priority of need basis. Primary emphasis is on the safety of users of publicly owned resources, with protection of resources and the environment as important goals. Current FM operations involve work by 7.4 skilled positions, with an average of approximately 13,119 hours per year on FM tasks. Some equipment, tools, materials and supplies for FM may be Government furnished. Interested parties shall respond by E-mail to this synopsis. Responses shall summarize company qualifications and experience in providing the range of services described above and outline how the responder would provide such services throughout the State of Colorado.
