Description

This is a Sources Sought Notice requesting information needed by the Government prior to the release of any potential solicitation. Please read this entire synopsis. Interested parties responding to this synopsis should identify their response under GDQ031031, Range Maintenance. This is not a request for quotation and in no way obligates the Government to award a contract. The U.S. Department of the Interior (DOI), Bureau of Land Management (BLM), New Mexico State Office (NMSO), is seeking sources capable of providing a wide array of range maintenance services throughout the State of New Mexico. This work is currently managed and performed by BLM Field Offices on sites located in Cuba, Roswell, Las Cruces, Alamogordo, Socorro and Farmington. BLM intends to perform a cost comparison pursuant to OMB Circular A-76 and the BLM Competitive Sourcing 2003 Express Review Guide in order to determine the most cost-effective service provider. Accordingly, a solicitation for the services described herein may or may not result. The requirements generally fall under NAICS code 561210 Facilities Support Services. General Information: BLM, New Mexico provides range maintenance services across the entire State of New Mexico. Because the maintenance sites are located throughout various Field Office areas, there are long travel times between sites. Travel times vary from as little as 30 minutes to upwards of three hours one-way to a maintenance site. The method of travel may consist of any combination from, but not limited to, highway vehicle, ATV, horseback, hiking, to river travel by raft or canoe. Services involve range maintenance, which includes, but is not limited to, roads and parking areas, fencing, livestock and wildlife waters, wetlands, noxious weeds, campgrounds, rangeland use, and erosion control structures. The areas include, but are not limited to, trails, fencing, livestock and wildlife water systems, streams and wetlands, roads, and parking areas located throughout New Mexico. Specific tasks for these services include: Range Maintenance which includes constructing and maintaining trails, maintaining fencing structures and corrals, maintaining livestock and wildlife water systems, maintaining erosion control structures, maintaining roads and parking lots, maintaining vegetation, monitoring and maintaining rangeland use, performing carpentry and monitoring visitor behavior.
