- NOTICE: FULL AND OPEN COMPETITION Project Name: Re-Stripe Park Roads, Great Basin National Park (GRBA), White Pine County, Baker, Nevada. Solicitation No. Q8420030321. The National Park Service, U.S. Department of the Interior, is soliciting quotations for a firm, fixed-price contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the sucessful completion of the above named project. Work includes, but is not limited to the following: (1). The base bid consists of re-striping of the asphalt roadways within GRBA by repainting the existing striping and using them as a guide; (2). The bid additive consists of re-striping the asphalt parking areas within GRBA also by repainting the existing striping and using them as a guide; (3) Wheeler Peak Scenic Drive, 12 miles, is the longest run in this project. It rises from the Park Visitor Center area at 6,800 feet elevation to over 10,000 feet elevation. It is steep and winding grade often exceeding 8% with unprotected drop offs and areas with no shoulders. There is a safety concern for visitors and Park staff since traffic will need to be maintained on this road during the striping operation. This road will get only a single centerline stripe due to the narrow width of the road surface; (4). The striping of the Park entrance road, 0.7 miles, and parking area at the Visitor Center will need to perfomed in such a manner as to not curtail vehicle and pedestrian traffic to the from the Park Visitor Center; (5). Two parking areas, Summit Trailhead Parking and the Bristlecone Parking area are located at 10,000 feet elevation; (6). The contract duration shall be no longer than 5 calendar days and can can occur any time in the Summer of 2003. A start date after Labor Day 2003 weekend would avoid much of the summer visitation and GRBA rarely has snowfall at 10,000 feet prior to this time; and (7) All work will take place within 12 miles of the GRBA Visitor Center area. The NAICS code for this project is 237310 and the small business size standard is $28.5 million. In accordance with FAR 36.204, the price range for this $25,000 to $100,000. This is a "Best Value" negotiated procurement: the Government will consider an offeror's capability (technical expertise and past performance) in comparison to the offered price, with price equal in importance to the offeror's capability. The solicitation and attachments will be posted on electronic commerce on or about July 8, 2003 at the following website: www.fedbizopps.gov (SEE FEDBIZOPPS SEARCH below). All amendments will also be posted to this website. Responses will be due 30 days following the date of posting of the solicitation unless extended. Search by referencing the solicitation number (above), Department of the Interior, National Park Service.
