Description

NOTICE: THIS ANNOUNCEMENT RESCINDS THE PREVIOUS CANCELLATION (ANNOUNCEMENT NO. ANN03000190 POSTED ON JULY 1, 2003), AND RESTATES BELOW THE ORIGINAL ANNOUNCEMENT (ANNOUNCEMENT NO. ANN03000180 POSTED ON JUNE 30, 2003) WITH ONE CHANGE UNDER CLAUSES AND PROVISIONS. REFERENCE IS NOW MADE TO THE SOLICITATION FOR THE CLAUSES INSTEAD OF LISTING THEM ALL IN THIS ANNOUNCEMENT. This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. Offers should reference combined synopsis/solicitation Announcement No. 03000180 and Solicitation No. NBCR03039 when responding with their offer. This Solicitation is being issued as an Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through FAC 01-14. CLAUSES AND PROVISIONS See attached Solicitation No. NBCR03039 for which clauses and provisions apply to this acquisition. Currently a Contractor has been performing these services for several years. For continuity of services it is desireable that as many of the existing people as possible be retained. After an award decision is made the successful Contractor will be provided contact information for the previous Contractor employees. Provisions and Clauses are available on-line at http://www.acqnet.gov/far/. EVALUATION FACTORS FOR AWARD The provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition and the specific criteria for which the offeror will be evaluated on are as follows: I. Business Management a. Organizational Structure b. Human Resources c. Training Program d. Quality Control e. Understanding of the Statement of Work I.a. through I.e are of equal weight. II. Past Performance a. Quality of Service b. Timeliness of performance c. Cost Control d. Effectiveness of Management/Business Practices e. Customer (end user) satisfaction f. Key personnel past performance II.a. through II.f. are of equal weight. Business Managment and Past Performance are of equal weight. See Evaluation Factors for Award attachment for more details on what the offer shall include in each of the foregoing areas. III. Cost The lowest offer will be determined by calculating the proposed rates per hour multiplied by the estimated hours and all years cost added together. Cost is of less importance than Business Management and Past Performance, but may become the determining factor among offers determined essentially equal. REPRESENTATIONS AND CERTIFICATIONS Offerors shall include a completed copy of the provisions at 52.212-3, Offeror Representations and Certifications-Commercial Items with its offer. ATTACHMENTS The Schedule of Prices, Statement of Work, Task Performance Requirements Summary, Evaluation Factors and Proposal Preparation Instructions are attachments to this announcement which should be utilized by the offeror in developing their offer.
