- Description
- The Naval Air Warfare Center Training Systems Division plans to negotiate with Indra Systems, Inc. on a sole source basis under authority of Federal Acquisition Regulation 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements". The contractor will be responsible for upgrading Device 2F150A located at Marine Corps Air Station (MCAS) Cherry Point, North Carolina. Key issues associated with this need are a simulator casualty report (CASREP) deficiency on the existing 2F150A, to have commonality with the 2F150C training device to support the fleet need of having two RNAWST trainers in Cherry Point, schedule, and cost. The upgrade will include: replacement of the existing visual system that is compatible with the existing database on the 2F150C, a new real time input/output interface common to the 2F150C training device currently being developed by Indra Systems, Inc. The upgrade will also include a new Instructor Operator Station and incorporate the Marine Corps Tactical Environment Network (TEN) in order to satisfy additional requirements outside the CASREP. The total period of performance for this upgrade is 18 months with an estimated delivery date of January 2005. A rough order of magnitude of the cost for this effort is $7.4M. Currently, the Government does not own the rights for the technical data associated with Device 2F150C. Device 2F150C is not scheduled for delivery (RFT) until July 2003 and the Government will not own the rights to the all of the necessary software and technical data for Device 2F150C until June 2004. Currently, the only source of the design and software data is through Indra Systems. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. In doing so, interested sources must submit detailed technical capabilities, pricing, and any other information, which demonstrates their ability to meet the needs of the Government. Detailed capabilities must be submitted to the above address (Attn: Patricia E. Schaub) by July 17, 2003. All information shall be furnished at no cost or obligation to the Government. Responses shall be limited to no more than FIVE pages. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but will be used to determine if a comparable source is available and more advantageous to the Government. If no affirmative written response is received, the contract will be awarded without further notice.****
