Description
The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to solicit on an other than full and open competition basis, engineering, technical, and industrial services in support of NAVSHIPSO of ongoing upgrades and modifications of shipboard C4I, and HM&E systems for CG (CG-50, 59, 66, 73), FFG (FFG-33, 14, 41, 43,), LPD (LPD-2, 5, 7, 9), and LSD (LSD-36, 42, 47, 62) Class Ships. An estimated 244,400 man hours of support are required. The services will be provided through a modification to contract N00140-02-D-D711 with VSE Corporation. The procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The purpose of this acquisition is to issue a bridge modification to the current contract. Contract N00140-02-D-D711 is an indefinite quantity, indefinite delivery contract with task orders issued on a cost plus fixed fee basis. The Government intends to solicit and negotiate with VSE since they are the only source that currently has the requisite personnel in place to perform the required services. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received within forty-five days after the date of publication of this synopsis. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based on the responses received is solely with the discretion of the Government. The Government will not pay for information received. The NAICS code is 541330 and the small business size standard is $20 million. See Notes 22 and 26.
