Description
The United States Environmental Protection Agency (EPA) is issuing a sources sought for informational purposes only for small businesses capable of completing a requirement for the Office of Prevention Pesticides and Toxics/Economics, Exposure and Technology Division (OPPT/EETD) to provide for the performance of exposure assessments, utilizing existing procedures; and for the development of relevant information necessary for EPA to develop new exposure assessment procedures in order to fulfill the requirements of the Toxic Substance Control Act (TSCA), the Pollution Prevention Act, and any Executive Order or other legislative requirements made of the Office of Pollution Prevention and Toxics (OPPT). The purpose of this contract is to provide information to the Government sufficient to support the development of exposure assessments for situations that are not necessarily specific to any one chemical. This involves the development of innovative and creative procedures to assess exposure to clusters of chemicals, chemicals contained in marketable products and genetically engineered microorganisms defined to be chemicals for the purposes of the Toxic Substance Control Act. Assessments will also be necessary for existing chemicals where the values obtained are estimates of actual exposure or for new chemicals where the values obtained are estimates of potential future exposures. In support of assessments, the following will be needed: 1) technical materials; 2) technical representation; 3) the compilation of technical proceedings for meetings and conferences. The North American Industry Classification System (NAICS) code is 541690. The Size Standard is $6.0 million. The anticipated contract will be a Cost Plus Fixed Fee (CPFF) type with a 12-month base period and four 12-month option periods. The basic quantity per period will be 21,050 hours with an option to increase the quantity by 4,000 hours per period. The Request for Proposal should be posted on the internet on or about 6 October 2003. Proposals shall be due approximately thirty (30) days after the RFP issuance date.
