Description
17. NASA Goddard Space Flight Center plans to negotiate and award an unsolicited proposal for the computational fluid dynamics modeling of the WB57 aircraft, analyze these data and related science datasets and provides direct support to WB57 aircraft mission development. GSFC intends to negotiate with The Aerospace Corporation on a sole source basis. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), as implemented at FAR Part 6.302-1. Pursuant to 6.302-1(a)(2)(i), the Aerospace Corporation has submitted an unsolicited proposal that demonstrates a unique capability to provide the research services, offers a concept and service not otherwise available to the Government and does not resemble the substance of a pending competitive acquisition. The Aerospace Corporation's unique capability to perform the required research services is based upon the ability to provide the lead coordinator of several joint NASA/Air Force missions to study the effects combustion from aircraft and rockets on the Earth's atmosphere. The coordinator is the principle scientist in this area and has collected, validated and written unique pares and reports defining the issues in this area of research. The Aerospace Corporation is currently the only source known to possess all of the knowledge, experience and other capabilities necessary to complete the effort without a substantial duplication of costs to the Government and an unacceptable delay in fulfilling NASA's requirements. The Government does not intent to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualification to perform the effort in writing to the identified point of contact not later than 4:30p.m. local time on July 10, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a ful and open competition basis, based upon responses to this notice is solely within the discretion of the Government. All responsible sources may submit a proposal, which shall be considered by the agency. An Ombudsman has been appointed, See NASA Specific Note "B".
