Description
This project requires the contractor to remove iceplant from steep cliffs, using climbing gear, around the Headlands and Lighthouse areas of Point Reyes National Seashore in Marin County, CA. Iceplant has invaded hundreds of acres of coastal dunes and bluffs and is having a direct impact on coastal bluff vegetation communities and rare plants. Removal of iceplant on these steep, crumbling, 300 to 600 ft high cliffs has not been possible using traditional methods. This project will involve the use of skilled climbers to safely remove these inaccessible populations of this invasive non-native plant. The contractor will be required to provide all labor and equipment to manually remove the iceplant from the cliffs. The cliffs are composed of Point Reyes conglomerate, a very unique rock formation that can be unstable. The total project area consists of patches of iceplant spread over 9 acres on slopes of 30 to 75 degrees. Completion of work is estimated to be within 4 to 6 weeks, assuming a crew of 5 working 4 days/week. A variation in crew size or days is acceptable provided all work is completed by mid- November 2003. Weekend/Holiday work will not be permitted. Harsh weather (cold, wet, wind, and/or fog) can be expected to impact planned work efforts. Specific requirements for this project include 1) Climbing - using ropes and other climbing and safety gear; 2) Climbing and rope use on unstable cliffs over 100 ft high; 3) Management of exotic plants, primarily iceplant; 4) Working with tools to control vegetation while on belay; and 5) Being responsible for safety of employees in a hazardous work environment. A Request for Quotation (RFQ) will be available for electronic access only, on or about July 14, 2003, and will close 2-3 weeks after issuance. Access the RFQ at: http://www.fedbizopps.gov or through the DOI National Business Center site at: http://ideasec.nbc.gov. This acquisition is being solicited under the Simplified Acquisiton Procedures of FAR Part 13 and is reserved exclusively for Small Business concerns.
