Description
The U.S. Department of Commerce, NOAA, Aircraft Operations Center is requesting proposals for Initial and Recurrent Flight Training. Offerors must have past/present experience in conducting Flight Training and must be a Federal Aviation Regulation (FAR) Part 61/91 or 141 Certified Flight School or Agency when the contract is awarded. The offeror must provide initial and recurrent training in the following aircraft: Gulfstream IV-SP, Cessna Citation-II CE-550, DeHavilland Twin Otter DHC-6, Bell 212 Helicopter, Turbo Commander AC690A. Additionally, provide flight training to include, Multi/Engine Refresher Course and Initial Flight Training (Comm/Multi/Inst). For training standardization, offerors must be able to provide training for at least four of the seven training events requested above. Pricing for specific aircraft shall include both Initial and Recurrent training including both Full-Service and One-Time pricing options. Offerors will be required to submit proposals, which will be evaluated, based on price and other factors including technical and past performance. Complete evaluation factors will be detailed in the Request for Proposal (RFP). The contract period shall consists of one (1) base period of 12 months and four (4) one year option periods. The contract type will be firm-fixed price, small business set-aside, under NAICS 611512, size standard $18.5M. Only firms eligible may compete for this award. The request for proposal will be issued on or about 8 April 2003. Proposals will be due 30 days after the solicitation is issued. To be eligible for award of a government contract, contractors must be registered with the Central Contractor Registration (CCR) which may be accessed at www.ccr.dlsc.dla.mil. The government reserves the right to evaluate and give evaluation credit for proposed features that exceed either the stated thresholds or objectives. This is a best value acquisition. The lowest price may not necessarily receive the award; likewise, the highest technically rated offer may not necessarily receive the award.
