Description
The requirement is for the purchase of license and maintenance of Employee Benefits Information System II (EBIS II), a software application owned by GRB, to the Integrated Interactive Voice Response System/Employee Benefits Information System (IVRS/EBIS) Consortium, a group of federal government agencies/components. Also requires technical support to fix, develop, and modify EBIS II/POE applications including all EBIS II/POE web pages, executables, scripts, and libraries. This software is critical to ensure total access to all personnel records in the Civilian Modernization database. The software allows users to remotely retrieve employee records from the database. Within 48 hours of a work stoppage notification, the vendor shall fully define the problem; identify alternative fixes, and report findings and recommendations to the government for review and approval. Maintenance will be for a period of five years (Basic + 4 option years). The base period of performance is 01 Oct 03 – 30 Sep 04 plus 4 option years and 6 months extension of services. Award of Firm Fixed Price requirements Contract is anticipated on 01 Oct 03 contingent upon the availability of funds. The 12th Contracting Squadron at Randolph AFB intends to award on a sole source basis in accordance with FAR Part 6.302. Award will be made on a sole source basis to Government Retirement and Benefits, Inc. (GRB), Alexandria, VA, under the Simplified Acquisition Procedures. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being accepted and a written solicitation will not be issued. Solicitation Number FUFPC531010100 is issued as a request for quotation. This combined synopsis/solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 01-14. The SIC Code is 7378, size standard is $21.0 and the NAICS code is 811212. The following clauses and provisions can be viewed through Internet access at the AF FAR Site, http://farsite.hill.af.mil FAR, 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation – Commercial Items, is also applicable to this acquisition. The specific evaluation criteria for this provision are as follows: (1) conformance to the specifications, Statement of Work, and Technical Proposal, (2) price proposal and (3) past performance. Factor one (1) has a greater weight than factor two (2). Factor two (2) has a greater weight than factor three (3). Offers shall submit the following: capability to conform to the Statement of Work specifications, price, and past performance for the Government Retirement and Benefits (GRB) software licenses and maintenance support for the Integrated Employee Benefits Information System (EBIS) and the Interactive Voice Response System (IVRS) database software. Offerors must also include a completed copy of the provisions at FAR 52.212-3, Offeror Representations and Certifications –Commercial Items, which can be obtained at http://www.arnet.gov/far. 52.212-4 Contract Terms and Conditions-Commercial Items. Paragraph ( c ) of this clause is tailored as follows: ( c ) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties, with the exception of administration changes such as paying office, appropriation data, etc., which may be changed unilaterally by the Government. Reference FAR 52.212-4, Paragraph (n) is hereby tailored as follows: (n) Title. Unless specified elsewhere in this contract, title to items furnished by this contract shall pass to the government upon acceptance, regardless of when or where the Government takes physical possession. Title for commercially-available-off-the-shelf (COTS) Software is exempt from this paragraph. Interested parties capable of providing the above must submit a written proposal to include discount terms, past performance information, tax identification number, cage code and verifiable evidence of their ability to perform. All responses that meet the criteria contained herein will be considered, but must be compatible with the EBIS/IVRS License renewal/Software support products. “Or equals” will not be accepted. Award will be made using simplified Acquisition Procedures; therefore, the evaluation procedures at FAR 13.106-2 will be used. All responsible sources may submit an offer, which, if timely, will be considered by this agency. Offerors are due at 12 Contracting Squadron not later then 430PM, Central Standard Time, 16 July 2003 and should reference the solicitation number listed above.
