Description
U.S. FLAG TUG FOR THE VOYAGE DESCRIBED BELOW. MSC SEALIFT PROGRAM MANAGEMENT OFFICE, CODE PM52P, REQUESTS PROPOSALS FOR A U.S. FLAG TUG CAPABLE OF MEETING THE TRANSPORTATION REQUIREMENTS DESCRIBED BELOW. REF (A) SHALL BE HE CHARTER FORM OF ANY CONTRACT RESULTING FROM THIS SOLICITATION AND IS AVAILABLE UPON REQUEST. THIS SOLICITATION IS UNRESTRICTED. U.S. FLAG TUG CAPABLE OF TOWING THE TARGET BARGE DESCRIBED IN BOX # 6 BELOW. TOW SHALL BE MADE VIA INLAND WATERWAYS BECAUSE BARGE IS NOT SUITABLE FOR OPEN OCEAN TOW. INLAND PATH WILL REQUIRE A SLOWER ROUTE WITH MULTIPLE BRIDGE TRANSITS. CONTRACTOR SHALL PROVIDE BRIDLE OUT TO AND INCLUDING FLOUNDER PLATE, TOW NAVIGATION LIGHTS, RUNNING LIGHTS, AND FLOODING ALARM SYSTEM. CONTRACTOR SHALL PLAN TO TOW THE VESSEL PER THE U.S. NAVY TOWING MANUAL, SL 740-AA-MAN-010, SEPT 88. MINIMUM LADEN SPEED IN MODERATE WEATHER IS 5 KNOTS. OWNER TO WARRANT THAT ANY AND ALL REGULATORY COMPLIANCES ARE MAINTAINED. PRIOR TO COMMENCEMENT OF PERFORMANCE, CONTRACTOR SHALL PROVIDE A CERTIFIED MARINE SURVEYOR TO INSPECT AND APPROVE BARGE FOR TOW. SPECIAL REQUIREMENTS SELECTED VESSEL TO HAVE ADEQUATE TOWING GEAR OFFERORS MUST PROVIDE ALL INCLUSIVE RATE OFFERORS MUST PROVIDE FULL DESCRIPTION OF THE TUG PROPOSED OFFERORS MUST PROVIDE A CERTIFIED MARINE SURVEYOR TO INSPECT AND APPROVE TARGET BARGE PRIOR TO TOW. 6. DESCRIPTION OF THE TOW: TARGET BARGE AS FOLLOWS: LENGTH OVER ALL (LOA): 100 FEET BEAM: 34 FEET DRAFT: 4 FEET AIR DRAFT: 30 FEET BARGE HAS BITS AND CHOCKS LOWER BARGE ONLY. ONE (1) SUPERCARGO REQUIRED. TOW WILL POSITION BARGE AT LAT 35 DEG, 32’, 18” AND LONG 75 DEG, 40’, 39” AND RENDER ASSISTANCE TO NAVY PERSONNEL WHO WILL FASTEN THE BARGE AT THIS POSITION. ANTICIPATE ONE DAY TO SECURE BARGE FOR TOW AND ONE DAY TO ASSIST IN POSITIONING AND FASTENING OF BARGE AT END OF TOW IN ACCORDANCE WITH #9 LAYTIME. PLEASE CONTACT MR.
