- Notice is amended as follows: This is a combined synopsis/solicitation for a commercial item prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. The solicitation number RFQ-025-4384-03 is issued as a request for quotation and incorporates provisions and clauses that are in effect through FAC 01-13. This procurement will be unrestricted. The NAICS code applicable to this acquisition is 334516. For a company to qualify as a small business, the small business size standard is 500 employees. USDA, ARS has a requirement for one Automated Ion Analyzer System. This equipment will be used for the determination of TKN, TP, nitrate, nitrite, ammonia, phosphate and chloride in liquid samples and extracts. This instrument must possess the following critical characteristics: 1. Uses automated colorimetric methods for determination of TKN, TP, nitrate, nitrite, ammonia, phosphate and chloride in liquid samples and extracts. 2. Have four channels to analyze simultaneously ammonia, phosphate, chloride and nitrate/nitrite, and also simultaneous analysis of TKN and TP using the same manifolds and hardware used for ammonia and phosphate chemistries, respectively. 3. Phosphate method is based on automated ascorbic acid reduction method (4500-P F), P detection limit must not exceed 0.1 ppb. 4. Ammonia method is based on automated phenate method (4500 NH3 G), N detection limit must not to exceed 1 ppb. 5. Nitrate/nitrite methods is based on automated hydrazine reduction method (4500 NO3 G), nitrite detection limit must not to exceed 0.05 ppb. 6.Chloride method is based on mercuric nitrate method (4500 Cl- C) 7. Total Kjeldahl method is based on the formation of ammonia salicilate read at 660nm after reaction with sodium salicilate, sodium nitroprusside and chlorine at alkaline pH. 8. Must have a tray capacity for at least 250 sample cups. 9. Data handler with Pentium 4 or faster processor, plus printer and monitor. 10. Software is Windows based with QC analysis capabilities. 11. Colorimeter with digital detector. 12. Chemistry manifolds with heating baths. 13. Outside tubing access to facilitate changeover. 14. Capacity to analyze at least 40 samples per hour. Descriptive literature showing that the offered equipment meets all specifications must accompany the quotation. Delivery time is 60 days ARO. Quoted price should include delivery costs FOB Florence, SC. The government anticipates award of a contract resulting from this solicitation to the responsible offeror whose offer conforming to the specifications will be most advantageous to the Government. PAYMENT: Any award made under this solicitation is subject to 31 CFR Part 208 which requires all payments made by the government to be made by electronic funds transfer. Vendors may meet this requirement by acceptance of government purchase card or providing a Vendor Express Number. If a company has not previously enrolled in the Vendor Express Program with USDA, they should call the National Finance Center at 1-800-421-0323 for an enrollment package. All offers must include with their quotation a completed copy of FAR 52.212-3 available at www.arnet.gov/far .
