Description

The National Institute of Standards and Technology (NIST), intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Acadia Optronics, LLC (formerly Wen, Hagley, and Associates), of Rockville, Maryland for ten (10) each High Modulation Rate, Long Wavelength, Single Frequency, Vertical Cavity Surface Emitting Laser (VCSEL?s). The NIST Electron and Optical Physics Division will use this equipment for incorporation into, and comparison with, VCSEL?s currently being used in a high-speed, optical networking test bed that NIST is performing, under contract, for the Defense Advanced Projects Agency (DARPA). ***Sole Source determination is based on the need for the VCSEL?s to have complete and total interchangeability with VCSEL?s currently being used in the NIST networking test bed. The optical, electrical, microscopic, and mechanical characteristics must maintain absolute compatibility within the test bed. These VCSEL?s are a from a custom, proprietary design previously purchased from Acadia Optronics. Acadia Optronics is the only vendor who is capable of providing equipment that will have complete functional and mechanical compatibility with NIST?s current High Modulation Rate, Long Wavelength, Single Frequency, Vertical Cavity Surface Emitting Laser. ***Delivery shall be FOB Destination, Gaithersburg, MD, and is required within 60 days after receipt of order. ***The North American Industry Classification System (NAICS) code for this acquisition is 334516, and the size standard is 500 employees. ***No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by July 17, 2003. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
