Description

The National Institutes of Health (NIH) intends to procure on a sole source basis to Chemical Abstracts Services (CAS), 2540 Olentangy River Rd., Columbus, Ohio 43202-1505 for the web-based interface software product SciFinder. Specifically, the contractor shall provide the NIH community access to the electronic version of CAS (a division of the American Chemical Society) databases through the SciFinder interface. The contractor shall provide all SciFinder software and electronic updates to each user. The period of performance shall be for one twelve (12) month period, with options to renew for four (4) successive twelve (12) month periods. It is believed that Chemical Abstract Services is the sole source for this requirement under the authority of FAR 6.302-1 because of Chemical Abstract Services proprietary nature of the web-based interface program SciFinder. Chemical Abstracts Services is the sole owner and distributor of the desktop research product known as SciFinder. Interested parties may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received within fourteen (14) days after publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Numbered Note 22.
