Description
NA The Security Guard Services Combined Synopsis/Solicitation is amended to answer vendor questions and add a phase-in period. The following are answers (A) to vendor's questions (Q): 1. Q: Is there an incumbent contractor? A: No. 2. Q: Can you please advise the annual or monthly total cost to the Government of the contract as it is at present? A: No incumbent contract. 3. Q: Is there a collective bargaining agreement in place, if so is a copy available? A: No incumbent contract. 4. Q: Are there any specifications for the contractor provided photo identification badge other than those indicated in C.4.2? A: No. 5. Q: Can you please advise the nature of the radios which are now in use? A: There is no contract at present and therefore no radios in use. 6. Q: Does the physical area to be covered require the use of one or more repeaters? A: It is the responsibility of the contractor to make this determination. 7. Q: C.4.6 and C.4.10 appear to be the same requirement, are they the same or is this a different requirement? A: It is actually C.4.6 and C.4.9 that are the same. C.4.9 will be deleted. 8. Q: Is the mention of both mobile and portable radios in C.4.7 intended to require that vehicles be equipped with radios other than handheld? A: As long as the radios are mobile and portable, the requirement is met. 9. Q: C.4.8 requires that the contractor provide vehicles, what type of vehicles are required, how are they to be equipped and marked, and does the Government supply fuel? A: Vehicle type, equipment and markings are to be determined be the contractor. The Government will not supply fuel. 10. Q: Can you please advise how many miles per day do you anticipate the vehicles being driven in the course of duty? A: The Government cannot estimate this matter. It is the responsibility of the contractor to do such an estimation. 11. Q: Is there a requirement that an administrative vehicle or vehicles be supplied by the contractor? A: The contractor is to furnish all security vehicles per C.4.8. and all transportation. 12. Q: Can you please advise how many of the post are fixed and how many are mobile? A: This information is not available. 13. Q: Is the Project Manager required to be in uniform? A: Yes, see C.4.1 and C.5.5. 14. Q: If there is an incumbent guard force, are all those personnel fully certified pursuant to the PWS? A: No incumbent guard force exists. 15. Q: Will there be a pre-bid conference? A: No. Firms are encouraged to visit the installation, however, on their own. 16: Q: What level of body armor is required? A: Level of body armor is to be determined by the contractor; see C.4.11.21. 17. Q: The PWS indicates that the contractor may select either .38 cal weapons or 9mm, yet all subsequent references relate to 9mm. Is the 9mm auto, therefore, the preferred weapon? A: See C.4.13.1. Only 9mm caliber is stated and is acceptable. 18. Q: In addition to the IRP, is there a requirement that all security officers and supervisors assigned to this contract have a secret DOD clearance? A: See C.5.5 and C.5.6. Only the Project Manager and Captain of Guards are required to have Secret Clearances. 19. Q: There is a reference to an Acting Chief of Guards, is this considered a funded position? A: This question is not clear. It is the contractor's responsibility to provide an acting Chief of Guards in the absence of the Chief of Guards, and to determine where and how the former is obtained and funded. 20. Q: There is a reference to Assistant Shift Supervisory, are these considered to be funded positions? A: A: This question is not clear. It is the contractor's responsibility to provide an Assistant Captain of Guards in the absence of the Captain of Guards, and to determine where and how the former is obtained and funded. 21. Q: Since Ft. Bliss is located in both Texa s and New Mexico, pursuant to the requirements of C.5.14 and C.8.1, do all guards have to (be) licensed in both states? A: The Fort Bliss area refers to the Main Installation and nearby neighborhood areas, which are in Texas, and does not include McGregor Range or Dona Ana Range, which are located in New Mexico. 22. Q: Does the Federal requirements listed in the PWS and relevant Army Manuals constitute the entire body of federal requirements applicable to this contract? A: See also applicable FARs stated in the solicitation. 23. Q: Is the training the responsibility of the contractor or is there orientation, etc. provided by the Government? A: All training is the responsibility of the contractor. 24. Q: In C.6.2.5 does the hazards referred to mean those of a relatively exotic nature such as bio, nuclear, and chemical? A: See FM 19-30 and AR 530-1 as stated. 25. Q: Are classroom facilities available on Government property and will the contractor have access to them? A: No and no. 26. Q: C.8.15 requires cooperation by supervisors and guards in legal proceedings, is there an estimated amount of time which might be required per month to accommodate this requirement? A: No such estimate exists. 27. Q: Is the current workforce established at these facilities? Are they Government employees? A: No and not applicable 28. Q: Will this workforce carry over to the contractor? A: Not applicable. 29. Q: How much is the current workforce getting paid per hour? Are they getting the DOL WD Police Officer or Guard II rate? A: There is no current workforce. 30. Q: Is radio communication or other communication means required between Fort Bliss and McGregor Range? A: Security Guard services are not required at McGregor Range 31. Q: Is 51 posts an accurate number? According to Page 5 Section C.4.3 weapons are to be assigned to each post, can the weapon exchange take place on post? A: An exact number of posts is not stated in the PWS. The issue of weapons exchange at a post is determined as part of procedures manual and quality control plan to be submitted by the contractor to the contracting officer. See C.7.6.1, and C.7. 2.1. 32. Q: Is Guard Muster required? A: This is the contractor's prerogative. 33. Q: Are Guard Captains (1 per shift or 8760 Hours) the only supervisors required? A: See C.5.5. The Chief of Guards is also a supervisor. 34. Q: Please define vehicular-mounted roving security patrol (Page 21: C.8.10.1). A: Guard(s) patrolling in a vehicle. 35. Q: Why only 2 weeks to prepare a response? A: In Part, Far 5.203 (b) allows the Contracting Officer to establish a solicitation response time for the acquisition of commercial (items) (services), considering the circumstances of the acquisition, including the complexity, commerciality, avai lability, and urgency. 36. Q: May we get a seniority list for the current guard staff? A: There is no current guard staff? 37. Q: Does the Guard II designation refer to armed guards? A: Yes. 38. Q: Is there a wage determination for the Captain of Guards A: No. The Captain of Guards is considered Supervisory (management). 39. Q: Is there permanent storage available or will the awarded contractor need to supply their own? A: Except for the Arms Room Storage, the Contractor shall supply its own storage. 40. Q: How much backup equipment will be needed? A: To be determined by the Contractor and based on the PWS and combined Synopsis/Solicitation. 41. Q: How many vehicles are needed? A: To be determined by the contractor. 42. Q: How many radios will be needed? Will we need a repeater? A: To be determined by the contractor. 43. Q: Is there a command post? A: There is no mention of a command post contained in the PWS. 44. Q: Can we get a site map? Q: Will retained officers be required to undergo the initial training, background checks, medical exams, etc.? A: There will be no retained officers as there is no incumbent contractor. 46. Q: Where do we get a copy of AR 190-56, Chapter 3 (Page 8: C.5.1.2)? Q: Where do we get information about the National Agency Check and Inquiry (NACI) (Page 10, C.5.4.1)? Additionally, the Internet contains several other websites with information on this subject. 48. Q: Does the Commanding Officer of Fort Bliss have exclusive or concurrent jurisdiction of federally owned property? A: With the recent reorganization of Army MACOMS, there are different jurisdictions in effect. This question is too general in nature to answer further. 49. Q: How much phase-in time will be allowed to the successful Offeror? A: The following clause is added to the PWS: C.1.3. Phase-in Period. A one (1) month phase-in period, before the contract start date, at no cost to the government, is provided to enable the successful contractor to become familiar with the Installation; to plan, hire, and organize a workforce; and to obtain commercial office space and address various administrative matters. The Contractor will not provide services to the Government during this period. NOTE: The time remaining before offers are due may not allow sufficient time to answer additional written questions.
