Description
NA I. CONTRACT INFORMATION: Architect and Engineering services are required for an INDEFINITE DELIVERY CONTRACT for SURVEYING, MAPPING AND GIS SERVICES to support the Kansas City District and Northwest Division. This announcement is a Total Small Business Set-Aside. A Small Busines s Architect-Engineer firm has average annual receipts over the past three (3) years of no more than $4,000,000. The contract will be awarded for a one-year base period with options to extend the contract for four additional one-year periods, not to exceed a total term of five years and $5,000,000. Work under this contract is subject to satisfactory negotiation of individual task orders, with the total contract not to exceed up to $1,000,000 for each contract period. [Note: this is no longer needed, as c urrent EFAR 36.601-3-90 does not have a yearly restriction] The Government will award the base year, and any option periods awarded, for a not to exceed amount of $1,000,000 for each period, however the Government reserves the right to increase the period amount above $1,000,000 as needed so long as the total contract amount does not exceed $5,000,000 for each period. The contractor is guaranteed no less than $20,000 the first year and 1% of any option year exercised by the Government. The wage and bene fits of service employees (see FAR 22.10) performing under these contracts must be at least equal to those determined by the Department of Labor under the Service Contract Act. All interested Architect-Engineers are reminded that, in accordance with the p rovisions of Clauses 52.219-14, Limitation on Subcontracting, at least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern. A subcontracting plan is not required with this submittal. A firm fixed price contract will be negotiated. To be eligible for contract award, a firm must be registered in the DoD Central Contractor Registration (CCR). The North American Industry Classification System (NAICS) code for this action is 541370. II. PROJECT INFORMATION: Services of qualified A-E firms are sought to provide Aerial Photography, Surveying (boundary and first order horizontal and vertical control surveys), Aero-triangulation, large and small-scale Topographic Maps, and GIS development and customization for c ivil works and military projects primarily in the Kansas City District, U.S. Army Corps of Engineers. Work will be for the U.S. Army Corps of Engineers and other Federal agencies such as, but not limited to, Department of Defense, NIMA, NOAA, USDA, etc. While services will primarily be for areas within the Kansas City District, services may be required for selected areas throughout the USACE Northwestern Division. Specialized knowledge, expertise and past experience that would significantly benefit custo mers of the Kansas City District is preferred. III. SELECTION CRITERIA: The selection criteria are listed in descending order of importance (first by major criterion and then by sub-criterion). Criteria (a) through (d) are the primary selection criteria. Criteria (e) and (f) are secondary criteria and will only be used as t iebreakers, if necessary, in ranking the most highly qualified firms. a. Specialized Experience and Technical Competence: (1) Current experience in conventional large and small-scale photogrammetric production in support of (engineering design, facilities management, and regional planning); (2) Current experience in the collection and processing of aerial photography includin g the collection and processing airborne GPS and Inertial Measurement Unit (IMU) data, acquisition of oblique photography for dam safety; (3) Current experience in orthophoto generation for large and small-scale mapping projects including producing orthoph oto mosaics; (4a) Curre nt experience with boundary surveys (with Riparian issues) and Survey Plats consistent with the Statutes and Minimum Standards for the States within the Kansas City District. Have demonstrated experience in the performance of first order horizontal and ve rtical control surveys. (4b) Hydrographic surveys, experience on inland lakes and the Missouri River system within the Kansas City District including vessels equipped with GPS, collection of sediment ranges and delivery of hydrographic data in ACSII files. (4c) Ground survey control planning, mapping survey support including conventional and GPS ground control, airborne GPS, Inertial Measurement Unit (IMU); (5) Development and manipulation, from various sources, of GIS databases, including Intergraph Micro -station GIS (MGE) and all modules, ArcGIS and all modules; (6) Current experience in the development of project specific custom GIS applications using ArcGIS-compliant programming environments (7) Current experience with enterprise level GIS development a nd implementation that are SDS and Spatial Data Transfer Standard (SDTS) compliant (8) Capability and experience in providing geospatial data products in Spatial Data Standards for facilities, infrastructure, and environment (SDSFIE) (formerly called Tri-S ervice Spatial Data Standards (TSSDS) and Spatial Data Standards (SDS); (9) Capability to gather, perform restoration, and preservation of historic imagery and the ability to provide geo-positioning services for historic imagery; (10) Contractor facilities must have capability to deliver digital data on CDROM, optical rewritable disks, DVD, 8 mm tapes, and 3.5 micro disks. Digital data must be readable (11) Current experience with the collection of FDGC metadata; (12) Ability to provide physical 3-D solid models produced from digital terrain surface models. b. Capacity to Accomplish the Work (1) Capacity to perform approximately $1,000,000 in work of the required type in a one-year period. The evaluation will consider the availability of an adequate number of personnel in key disciplines (management, quality control, and technical); (2) Capac ity of firm to furnish photogrammetric equipment including owned or leased airworthy aircraft, currently calibrated (last 3 calendar years) precision aerial mapping camera equipped with FMC, ABGPS and IMU systems; photographic lab for processing aerial fil m, hardware and software to perform fully analytical aero-triangulation, analytical and softcopy stereo plotter instrumentation for digital data collection of planimetric and topographic features, DTM, DEM data collection and manipulation of terrain data ( to include DTED data sets), digital data editing facilities, high resolution metric scanner for navigation and photo control, and Inertial Measurement Unit (IMU) data collection and processing capabilities; (3) Ability to provide necessary survey equipment and personnel to accomplish airborne global positioning system (ABGPS) controlled photogrammetry in a timely schedule; (4) Demonstrate project management skills and past experience monitoring multiple task orders simultaneously; in various location; (5) Demonstrated quality control procedures to insure quality photogrammetric mapping products. c. Professional Qualifications: Certified Photogrammetrist and Licensed Land Surveyors with demonstrated expertise in all aspects of photogrammetry. Qualified management, quality control staff and technical staff. The evaluation will consider education, relevant and current skills trai ning (short courses, on the job training), professional certification and registration, and overall relevant experience and longevity with the firm. d. Past Performance: Past performance on DOD and other contracts with respect to cost control, quality of work, and compliance with performance schedules. Geographical Proximity: Location of the firm in the general geographical area of the Kansas City District. f. Volume of DOD Contract Awards: Volume of DOD contracts awarded in the last 12 months. IV. SUBMISSION REQUIREMENTS: Interested firms having the capabilities to perform this work must submit two copies of SF 225 (11/92 edition), and two copies of SF 254 (11/92 edition) for the prime firm and all subcontractors, to the address listed below no later than close of business 08 August 2003. On the SF 255, block 3b, include the firms ACASS (Architect-Engineer Contract Administration Support System) number assigned by the Northwestern Division, U.S. Army Corps of Engineers.
