Description
The Pacific Northwest Region of the Bureau of Reclamation has a need for the construction of various types of fence on lands around the Cascade Reservoir. The small business size standard for this acquisition is $12 million in gross annual receipts averaged over the previous three accounting periods, and the NAICS code is 238990. The types of fencing include: single-rail lodgepole pine; barb wire; and chainlink. Some areas are more accessible than others and most installations can be completed in under one week. In some instances, Reclamation may provide materials for the lodgepole fencing. We intend to award one or more ID/IQ contracts, each for a 1-year period with four 1-year Option periods. The price range for 5 years of the fencing work is $100,000 to $250,000, but if more than one contract is awarded it's unlikely any single contract will reach the upper limitation of that range. If more than one contract is awarded, Task Orders under the contracts will be competed pursuant to FAR part 16.5. We anticipate posting a Request for Proposal (RFP) solicitation approximately 15 days after this notice appears, but all dates in this synopsis are subject to change. The RFP will issued via our website at www.usbr.gov/pn/contracts but we reserve the right to issue the RFP on paper if the website becomes inoperable or if we determine it's in Reclamation's interest to do so. Amendments to the solicitation will be posted via the website so offerors should check the site frequently after the solicitation is posted. Offerors should visit the website after July 7, 2003, to register to be included on the offeror list to receive convenient e-mail notification of amendments and to encourage subcontracting and partnering/joint venture opportunities. Offerors will be asked to submit a technical and cost proposal for the ID/IQ contract. Offers will be evaluated on their successful past performance of similar requirements, the experience and capabilities of their proposed key personnel, proposed prices, and other factors. This requirement is not a set-aside. All responsible sources may submit an offer which will be considered by this agency. See Numbered Note 26.
