- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is Request for Quotation No. 03SQ340202 which incorporates all provisions and clauses in effect through Federal Acquisition Circular No.2001-14. This is an unrestricted full and open acquisition, the NAICS Code is 333618 and the small business size standard is 500 employees. The Bureau of Reclamation, Yuma Area Office, Yuma Desalting Plant, has a requirement for One (1) Used 2001 or newer Caterpillar diesel industrial engine Model 3512DITA with less than 120 hours and the following minimum requirement: rated 1000 HP at 1200rpm, configured for heat exchanger cooling with installed expansion tank (no raw water pump nor heat exchanger included), bare SAE 00 housing and SAE 21 flywheel, SAE standard rotation (counterclockwise viewing from rear), dry turbochargers, dry manifolds, 24VDC automatic shutdown safeties for low oil pressure, high water temperature and overspeed; 24V DC electric starter, 24VDC battery charging alternator, hydra-mechanical governor Woodward model 3161 or UG8L, single stage air cleaners, gage panel (oil pressure , water temperature, DC ammeter, tachometer), new batteries with rack and cables, deep oil pan, and all basic factory standard equipment. Units shall be tested serviced and painted and in need of no repairs. Unit shall be offerred with a 180 day from shipment limited warranty protecting the Government from major defects (latent). The Government reserves the right to inspect the proposed engine. Engine must be available to be inspected physically within 2 days of notice by the Government. Engine dynomometer reports with oil sample will be submitted with quotation. The Government has two Caterpillar Engines offered for trade in. (1) D398B Caterpillar Engine, Serial No. 66B8538, Arraingment No. 3N1-127 with 20,000 hours since overhaul by Empire Power Systems, Phoenix, AZ; (2) D345 Caterpillar Engine, Serial No. 39J90, ESO No. 5N1178-0 with zero hours on overhaul by Empire Power Systems, Imperial California. FOB is Destination. Delivery shall be made to Bureau of Reclamation, 7301 Calle Agua Salada, Yuma AZ 85364. The deadline for receipt of Quotes is July 14, 2003; at 4:15 p.m. local time. Provision 52.212-1, Instructions to Offerors - Commercial applies. Provision 52.212-2, Evaluation - Commercial Items; The Government will award a contract resulting from this RFQ to the responsible offeror whose offer conforming to the Request for Quotation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: (i) Technical (ii) Delivery (iii) past performance, and (iv) price. Technical, Delivery, and Past Performance when combined are equal to cost. The following information will be used to evaluate quotes and shall be submitted with your quotation: Technical shall include engine dynomometer reports with oil sample, warranty, and delivery. The required delivery date is no longer than 2 weeks after receipt of award; however, alternative delivery dates will be considered. Bidders shall submit a list of three (3) recent/relevant references for past performance evaluation, list shall include Name of Firm, Contact person, Phone number, and contract/purchase order number. Offerors shall include a completed copy of the Provision 52.212-3, Offerors Representations and Certifications - Commercial Items; with its offer. Clause 52.212-4, Contract Terms and Conditions - Commercial Items applies. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items applies including Paragraphs (b) 11, 12, 13, 14, 15, 16, 18, and 25. These clauses are incorporated by reference and a full text of any clause may be accessed electronically at the following address: http://www.arnet.gov/far. Responses to this RFQ should be mailed to Bureau of Reclamation, Yuma Area Office, Attention: YAO-3110, 7301 Calle Agua Salada, Yuma AZ 85364 or faxed to 928-343-8568.
