Description
Concerns having the ability to furnish the following equipment and services described herein are requested to give written notification (including telephone number and point of contact) to the procuring office above within forty-five (45) days from the date of this synopsis. The U.S. Geological Survey, EROS Data Center has a requirement for the final phase of major updating and reprogramming of databases for the EROS Data Center (EDC) Facility Management Monitoring System. A number of activities will be included in this phase: Data Gathering Panels (DGPs) from the Delta system to be deleted; R7044 controller point software and databases to be interfaced with the 96 building addition DAAC via a BNA to preserve uninterrupted operations to the DAAC. Replace the Warehouse FS-20 fire panel and Card Access, EBI data base upgrade for another redundant server, and addition of Peaking Plant Controller. Included will be data base install and programming for redundancy, XL 5000 product line controllers, software licenses, startup, warranty, necessary additional support services for technical oversight and programming. Also DDC system components and control wire will be provided. Engineering, quick builder programming, terminate panel devices, checkout and technical support. All supplied equipment and hardware shall be Year 2000 compliant. The following tasks shall complete the migration of the Facility Management Monitoring System to the XBSi/EBI family of software and automation. 1. Supply and install EBI database upgrade for 65-84 access card readers. 3,501 to 5000 point license + Redundancy. 2. Supply and install Security Electronics (WSE) Interface License. 3. Assign active control and monitoring points from Delta 1000 groups 123, 141, 150, 151, 152, 015, 016, 124, 161, 109, 206, 207, 208, 211, 212, 225, 260, 107, 104, and 103 into new XL5000 controllers and map points through existing NXXN for EBI seamless integration. 4. Supply XL5000 Controllers complete with I/O board count as required for installation. 5. Supply Technical Labor as required for XL5000 data base generation. 6. Supply One (1) Building Network Adapter (BNA) for interface into R7044 controllers and Micro Cells. 7. Assign active control and monitoring points from R7044 controllers mapped through BNA for EBI seamless integration. 8. Supply Technical Labor as required for R7044 data base generation. 9. Supply two (2) XL-500 controllers complete with panels and necessary I/O boards for Peaking Plant. Point count/type is based on double density of Area 6 DGP's. 10. Supply one (1) NEXWatch Star II Controller for 8-door Card Access system in Warehouse complete with 8 proximity readers. These readers will be compatible with the DHB system and brand of readers. System will be interfaced with central EBI. 11. Supply one (1) XLS-200 Fire Alarm panel to replace an outdated FS20 fire panel. New panel will be connected to existing Fire Alarm Indicating and Initiating Circuits. This was completed as a commissioned system by Honeywell to meet Fire Codes. Honeywell has proprietary patents on its technology and equipment. Currently there is a layered technology of fire, security, and monitoring that runs under one backbone/gateway software and front end software package for operation computers. In effect there are approximately 4 generations of controllers and software in use that are running and being translated by the Honeywell Fire Rated servers on a 24/7 operation. National Fire Codes mandate the level of protection and certifications of devices that are part of the systems. Based on the information available at this time, and in accordance with 41 U.S.C. 253(c)(1), implemented by FAR 6.302-1, the Government considers the equipment and services specified above as a sole source from Honeywell International, Sioux Falls, South Dakota. The Government proposes to negotiate a contract with the firm on this basis. However, should additional sources be identified, they will be considered. Firms who feel that they can furnish the required equipment and services or equivalent (based upon the criteria specified herein) are invited to submit in writing an affirmative response to this announcement within forty-five days after the date of publication of this synopsis. An affirmative response would include literature, brochures and such other materials which correspond to the required items stated herein. This information will be evaluated and used to determine if competitive opportunities exist. No solicitation document exists, therefore requests for such documents without accompanying information will be considered non-responsive to this request without further consideration. This notice may represent the Government's only official notice of this procurement. See note 22.
