Description
The Space and Naval Warfare Systems Command (SPAWAR), PMW 176, intends to negotiate a sole-source contract with Raytheon Company, Network Centric Systems, 1001 Boston Post Road, Marlborough, MA, 01752 for the production and delivery of seventy three (73) Ku-Band Low Noise Block (LNB) downcoverter Upgrade Kits and seventy three (73) 1-GHz Ka-Band Low Noise Block (LNB) downconverters for the Global Broadcast Service (GBS) Shipboard Antenna System (SAS) on behalf of PEO (C4I & Space) Satellite Communications Program Office (PMW 176). The GBS SAS is a major component of the GBS System which is a joint service program. The GBS SAS is a receive-only shipboard satellite communications antenna group operating at both Ka and Ku-band frequencies. The SAS automatically acquires and tracks GBS transponders aboard Ultra High Frequency Follow-On (UFO) and commercial satellites in a geosynchronous orbit while subjected to environmental service conditions, including ship motion. The SAS is installed as either a single or dual antenna configuration on various fleet platforms. SPAWAR anticipates an FY04 procurement of a total of seventy three (73) Ku-band LNB Upgrade Kits and seventy three (73) 1-GHz Ka-band LNBs. Delivery requirements for the Ku-Band LNB downcoverter Upgrade Kits is estimated at 12 per month beginning 6 months after contract award. Delivery requirements for the 1-GHz Ka-Band LNB downconverters is estimated at 8 per month beginning 9 months after contract award. The Government is not soliciting proposals in response to this synopsis. However, since it is the policy of the Government to foster competition, any prospective offeror may provide information that the Government will consider in its continued review of the sole source nature of this requirement.
