- NAICS Code: 512110 The EPA intends to procure on a sole source basis the services of The Weather Channel (TWC) located at 300 Interstate North Parkway, Atlanta, Georgia 30339 to accomplish the following: 1. produce one-half (1/2) hour video special on Watershed, 2. promote the video program special both on air and through its website and 3. boradcast the video special multiple times on TWC cable TV network. The video special must be of high quality, technically accurate, and must be useable as a highly-effective tool to educate the public on the issues presented. The Statement of Work (SOW) will consist of the following tasks: 1. Prepare a Work Plan, 2. Outline of the Video Program Special, 3. The Script for the Video Program Special, 4. Final Production, 5. Broadcast of the Video Program Special and, 6. Related Actions by the Contractor to Promote and Utilize the Video Special. EPA will issue a Firm Fixed Price Purchase Order consisting of approximately fifteen (15) months. The EPA propoes to sole source to TWC because of its unique qualifications. TWC is the only channel that focuses its programming solely on weather and environmentally related information. Broadcasting to more than 80 million households and 95% of all cable TV homes in the U.S. TWC has established itself as the strongest electronic media brand among all 24-hour news and information channels. TWC has a huge library of weather, climate and environment video footage to be used in making the EPA segments. TWC will also provide access to the segments through their website, which is the most used portal for weather and climate information, averaging more than 350 million page views per month. No other organizations can provide this unique service to reach EPA's target audience in this manner and time. Any firm believing itself capable of meeting EPA's requirements may submit technical documentation to establish the potential of complying with the SOW. Such documentation must be submitted to the Point of Contact within 15 days of electronic posting of this notice. A determination not to compete the proposed Purchase Order is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis. This acquisition is being processed under FAR Part 13 Simplified Acquisition Procedures.
