- F33657-02-G-4035 0012 This is a pre-solicitation synopsis. The Aeronautical Systems Center (ASC), Reconnaissance System Program Office (ASC/RAK) intends to award a contract on a sole source basis to General Atomics Aeronautical Systems, Inc., to provide MQ- 9A aircraft. This notice of intent is not a request for competitive proposals. General Atomics ASI is the sole designer, developer, and manufacturer of the Predator system, and is the only firm that possesses the necessary knowledge, experience and technical data required to perform these efforts. The government does not own the data rights for the system; therefore, to avoid duplication costs, the government intends to award the effort pursuant to the authority of 10 U.S.C. 2304 (c) (1) as implemented by FAR 6.302-1. The proposed contract action, F33657-02-G-4035 0012, has a period of performance of 18 months. Interested offerors must submit, within 15 days from the publication date of this notice, their capability package describing the company’s technical expertise and experience, personnel and facilities, and motivation for participating in this program. The National American Industry Classification System (NAICS) code for this procurement action is 336411. Please indicate number of employees relative to the size standard of 1,500 for determination of small business status. Respondees shall include their assigned DUNS number and their Commercial and Government Entity (CAGE) code. An Ombudsman has been appointed to hear concerns during the proposal development phase of this acquisition. The purpose of the ombudsman is not to diminish the authority of the Program Manager or Contracting Officer, but to communicate the contractor’s concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in source selection.
