- SOLICITATION NO.: PSC 294-2003-019 ISSUANCE DATE: July 3, 20003 CLOSING DATE: August 4, 2003 Subject: US PSC Vacancy – Private Sector Legal and Institutional Development Advisor (6 months minimum – up to 12 months) The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking proposals (Standard Form 171's / or / Optional Application for Federal Employment Form (OF-612)) from persons interested in providing the Personal Services Contract (PSC) services described below. McKee Contracting Officer SOLICITATION NUMBER: 294-2003-019 ISSUANCE DATE: July 3, 2003 CLOSING DATE: August 4, 2003 POSITION TITLE: Private Sector Legal and Institutional Development Advisor MARKET VALUE: The market value for this PSC is equivalent to a GS-14 level. The salary range for a GS-14 level is $72,381.00 to $94,098.00. In addition, the Mission has 10% Post Differential rate and a 20% danger pay rate. The salary will be determined based on past salary history and experience of the successful candidate within the above mentioned salary range. BACKGROUND: The U.S. Agency for International Development (USAID) is an essential element of the U.S. Government's role in the Palestinian-Israeli peace process. USAID assistance supports U.S. interests in promoting regional stability, economic prosperity and adherence to democratic principles, and is designed to put the fundamentals in place for long-term, sustainable development. SCOPE OF WORK During the term of the contract the private enterprise development advisor will collaborate closely with senior level counterparts in the Ministry of National Economy, including at the Ministerial level, as well as the private sector, other donors and institutional contractors in advancing the emergence of a competitive, export-oriented private enterprise sector through institutional development of public and private sector entities impacting the private sector. This advisor will serve as a senior advisor within USAID/West Bank and Gaza on economic reform and institutional development issues and will manage selected initiatives in this area. In addition, he/she is likely to manage one or two other activities in the area of market or financial access. Basic Functions: USAID/West Bank & Gaza requires a U.S. personal services contractor to: (a) oversee the management of a $15.5 million contract dealing with financial markets reform (b) support a highly visible, $4 million contract providing audit capacity and oversight for the Palestinian Ministry of Finance and other ministries (c) serve as the locus for USAID’s participation in the multi-donor Market Reform Support Group; and (d) design and manage one or more new initiatives in the reform or business revitalization area. Description of Activities: In order to successfully provide the basic functions described above, the contractor shall establish a broad network of contacts with the senior-most levels of the Palestinian Authority, other donors, and the Palestinian private sector. The contractor will: • Manage a new follow-on activity in financial markets reform. This new activity will incorporate interventions in the land titling, mortgage finance, insurance, and securities arenas. It will also include initiatives in the financial restructuring and identifying alternatives to insolvency. An additional large component is the administration of an $8 million emergency loan program administered through the formal banking sector. In administering and providing technical guidance for this program, the individual will interface with the Palestinian Ministry of National Economy and the Ministry of Finance, the Palestinian Securities Exchange, the Land Authority, various banks, the private sector and other donors. An understanding of both bank and non-bank financial institutions is required. • Oversee a contract providing audit oversight to the Palestinian Ministry of Finance and other Palestinian instrumentalities. The contractor will interface with not only the Palestinian Ministry of Finance but the Israeli Ministry of Finance, and the US Embassy in Tel Aviv, given the high visibility of this activity. • Participate as USAID’s representative on the Market Reform Support Group. In so doing, the individual must be fully cognizant of USAID’s private sector reform activities, and provide regular reports to the group of donors and other interested parties, including the Roadmap monitoring team. • Design and implement other activities relating to the operation of economic regulatory and support organizations, as designated by the Strategic Objective team leader; • Establish relationships with key private sector, donor and public sector stakeholders throughout the economy, including those engaged in promoting gender concerns; • Establish relationships with appropriate staff in the USAID/Washington’s Asia and Near East and Global Bureau and regional missions, to ensure collaborative efforts to identify and develop implementation mechanisms, funding sources and strategic options; • Represent USAID in sectoral fora; • Assess longer-term Palestinian needs for regulatory and institutional development as it relates to trade and industrial development; • Develop options for future USAID assistance, including strategic vision, estimated funding requirements and implementation mechanisms; • Identify needs and draft scopes of work for any short-term technical assistance required to complete the above tasks; and • Share information with the Mission’s existing strategic objective teams to ensure intellectual consistency and complementary efforts across sectors; Technical Knowledge: Applicants should demonstrate experience, education or training in designing and implementing private enterprise development activities, including economic policy and regulatory reform, financial intermediation, private sector institutional development and business development initiatives. Other Critical Skills: • Strong writing skills in drafting strategic documents, correspondence to senior government and private sector officials, advocacy memos, position papers, analytic reports and think pieces. • Demonstrated USAID activity design and implementation experience. • Experience implementing contracts, grants and cooperative agreements. • Ability to work independently and as a member of a team, consulting with other staff and host country officials to ensure accountability and achievement of objectives in specified timeframes is necessary. Ability to assume leadership role, when necessary. • Capacity and experience in working with a broad range of local public and private sector individuals, other donors, NGO’s and partners that are relevant to USAID objectives. • Understanding and appreciation of USAID goals and State/USAID interface in implementing the economic assistance program in the West Bank & Gaza. • Proven oral and representational skills with government departments, private sector organizations and NGOs on technical or program issues involving policy and non-policy matters. • Demonstrated cultural and gender sensitivity. • Knowledge and/or experience in the Middle East, and/or knowledge of Arabic is a plus. Educational and Experiential Requirements: Candidate possess a minimum of a Master’s degree, or equivalent, in a relevant major (business, finance, economics, law, international trade, international management, international relations with an emphasis on economic development) plus a minimum of 6 years of progressively responsible professional experience directly related to private enterprise development/finance including demonstrated analytic, presentation and negotiating skills. An additional four years of experience may be substituted for a Master’s degree. Candidate must possess: • Significant experience working with USAID-funded programs. • Demonstrated strong organizational and program budgeting skills. • Excellent verbal and written communication skills. • Computer skills, including with USAID software (Microsoft Word, Excel, Powerpoint, Access) • Middle East experience desirable. • Arabic language skills a plus, but not required. Overall, the candidate must be a private enterprise strategist and project manager with the strategic development and technical skills to deal with a diverse portfolio of activities embracing commercial regulatory issues, financial intermediation and business revitalization. He/she must be able to successfully convey development objectives to the business community and to a broad range of political and economic developmental audiences. Relationships and Responsibilities: The contractor will be part of the USAID/West Bank & Gaza Private Enterprise Team. The duty station is in Tel Aviv, Israel, with frequent day trips to the West Bank and Gaza, where most counterpart organizations are situated. Such travel is subject to Embassy security guidelines, but is generally possible with minimal limitations. Position/Title/Grade of Direct Supervisor: The position will report to the Director of the Private Enterprise Team or his/her designee. Supervisory Controls: Overall policy direction and general assignments will be provided by the team leader of the Private Enterprise Development Team (SO1). As a senior technical advisor, the contractor will be expected to make day-to-day activity management decisions without specific guidance, independently establish and maintain relationships with senior Palestinian and donor counterparts, and provide the intellectual leadership in the specific sub-sectors of USAID’s involvement including commercial regulatory reform and private sector institutional development. Performance Period: The contractor performance period is initially six months but may be renewable for an additional six months, beginning on/about September 1, 2003. SPECIAL CONSIDERATIONS Danger pay is provided for travel to West Bank and Gaza and in Tel Aviv and Jerusalem.
