- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 104932 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The NAICS code is 423410 with a business standard of 500 employees. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business - Small Purchases Set-Aside. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract. The Government's requirement is for brand name or equal for the following items: the manufacturer is J.B. Electronics, South Korea, (250 each) B/W Miniature Camera 1025F; (150 each) B/W Miniature Camera 1025C; (50 each) B/W Miniature Camera 1025 STD; (75 each) Color Miniature Camera 1032F; (75 each) Color Miniature Camera 1032C (50 each) Color Miniature Camera 1032-STD; (10 each) Micro Lens 3021-2 (2.1 mm w/f/2); (15 each) Micro Lens 3014-28 (2.8mm w/f/1.4); (10 each) Micro Lens 3060 (6.0mm) and (10 each) Micro Lens 3080 (8.0mm). All lens shall be made with multi-element glass. The minimum technical requirements are as follows: (1) The resolution shall be : 1025-F,C, STD - 430 lines and the 1032-F,C, STD - 420 lines. The Illumination - 1025-F,C,STD - 0.03 Lux and the 1032-F,C, STD - 0.5 Lux. The Gamma - for both 1025-F,C,STD and the 1032-F,C, STD - 0.45. The Electronic Shutter - for both 1025-F,C,STD and the 1032-F,C, STD - 1/60 -1/100,000 Second. The physical characteristics with lenses attached: Size - 1025F (25mm x 25mm x 15mm); 1025C (25mm x 25mm x 19mm); 1025 STD (25mm x 25mm x 30mm); 1032F (32mm x 32mm x 15mm); 1032C (32mm x 32mm x 19mm); 1032 STD (32mm x 32mm x 30mm), Power 8 12VDC with power consumption 100mA and the housing shall be - metal housing w/mounting bracket. The above listed characteristics are intended to be descriptive, but not restrictive. Unless visibly marked the vendor is quoting an equal product, the offered item shall be considered the brand name product as referenced in this announcement. If quoting an "or equal" product, the vendor shall submit detailed specifications with their quotation for evaluation purposes. All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed above no later than 4:00 PM EST, July 18, 2003, quote clearly marked RFQ 104932. Fax quotes will be accepted, and in fact, are encouraged at (703)339-2750, Attention: Mabel Comfort. No hand carried proposal will be accepted. The Standard Commercial Warranty is one year. FOB: Destination, FBI, ERF Bldg., Quantico, VA 22135. If offering an or equal product, the brand name of the product furnished shall be clearly identified on the quote. The evaluation of quotes and the determination as to the equality of the product shall be the responsibility of the Government and shall be based on information provided by the vendors. The Government is not responsible for locating or securing any information which is not identified in the quotation and responsible to the purchasing activity. Vendors are hereby notified that if your proposal is not received by the date/time stated above, your quote shall be considered late. The following clauses and provisions are incorporated by reference and are applicable to this acquisition: Federal Acquisition Regulation (FAR) provision 52.212.1, "Instructions to Offeror- Commercial Items" (OCT 2000); FAR provision 52.212-2, "Evaluation-Commercial Item" (JAN 1999); FAR clause 52-212-4, "Contract Terms and Conditions- Commercial Items" (FEB 2002); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" (APR 2003); Subsection (a), (b) and (e) apply. FAR provision 52.212-2, Evaluation-Commercial Items "(JAN 1999), is tailored to read as follows: All responsible vendors may submit a quotation which, if timely received, shall be considered by the FBI. The Government will award a contract to the responsible offer or whose offer conforming to the solicitation and will be most advantageous to the Government. The following factors shall be used to evaluate offers (i) price and (ii) past performance. Past performance and price are of equal importance. The Government reserves the right to award without discussions. Each offer or shall include a completed copy of the FAR provision 52.212-3, "Offer or Representations and Certifications-Commercial Items" (JULY 2002).
