- Potential Sources Sought for Centers For Medicare & Medicaid Services (CMS), 7500 Security Blvd., Baltimore, Maryland. It is the intent of CMS to update and modify its analog television studio to a state of the art digital facility. CMS requests the development of a comprehensive Project Plan from a qualified design and integration firm, identifying cost, project durations for systems design, modifications, integration and installation of digital television studio equipment. CMS intends to award, under Simplified Acquisition Procedures a fixed price purchase order, before September 30, 2003. In accordance with regulations governing Simplified Acquisition Procedures this requirement is set aside for small businesses only. The plan estimate will examine the current studio equipment and associated wiring and provide sound advise on the most economic way to transition from fully analog to serial digital. The Project Plan will include cost estimates for the purchase of new equipment, labor, engineering, planning, design, disconnection, removal, installation, and time lines for integration of broadcast quality equipment and components. The Project Plan will detail changes in the electronic and paper schematic diagrams, any conflicts that may be encountered in the building, rewiring and overall project integration. A qualified design and integration firm will have completed studio design and studio integration projects in a television market similar to the Baltimore Washington area, 24 or less as rated by Neilson Media Research for commercial or federal government studios. The design and integration contractor will be prohibited from competing for the contract implementation phase.
