Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request for Quotation (RFQ) 857074 is assigned and shall be referenced on any quotation. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-14. The NAIC is 517910 with a business standard of $12.5 million dollars. This solicitation is under the Simplified Acquisition Procedures (SAP) for Small Business - Small Purchases Set-Aside. The solicitation will be distributed solely through the General Services Administration's Federal Business Opportunities web site http://fedbizopps.gov/. The site provides downloading instructions. All future information about this acquisition including solicitation amendments, will also be distributed solely through this site. Interested parties are responsible for monitoring this site to ensure that they have the most up-to-date information about this acquisition. This contract action will result in a Firm Fixed Price - One Time Buy contract. This requirement is being conducted as a Specific Make and Model. This equipment must be compatible with the existing system that is currently owned by the Federal Bureau of Investigation (FBI). GL Communications, Gaithersburg Maryland is the manufacturer of this equipment. This requirement is for thirty four (34) PCI Ultra T1 Analyzer Cards, Part# PCT001. The standard warranty is one year. FOB Destination, FBI, ERF Bldg., Quantico, VA 22135 - All responsible sources may submit a quote which shall be considered. All quotes shall be submitted to the address listed above no later than 4:00 PM, EST, July 15, 2003, quote must be clearly marked with RFQ # 857074. Fax quotes will be accepted and, in fact, are encouraged at (703)339-2750, Attention: Mabel Comfort. No hand carried quote will be accepted. Vendors are hereby notified that if your proposal is not received by the date/time stated above, your quote shall be considered late. The following clauses and provisions are incorporated by reference and are applicable to this acquisition: Federal Acquisition Regulation (FAR) provision 52.212.1, "Instructions to Offeror- Commercial Items" (OCT 2000); FAR provision 52.212-2, "Evaluation-Commercial Item" (JAN 1999); FAR clause 52-212-4, "Contract Terms and Conditions- Commercial Items" (FEB 2002); FAR clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items" (APR 2003); Subsection (a), (b) and (e) apply. FAR provision 52.212-2, Evaluation-Commercial Items "(JAN 1999), is tailored to read as follows: All responsible vendors may submit a quotation which, if timely received, shall be considered by the FBI. The Government will award a contract to the responsible offer or whose offer conforming to the solicitation will be most advantageous to the Government. The following factors shall be used to evaluate offers (i) price and (ii) past performance. Past performance and price are of equal importance. The Government reserves the right to award without discussions. Offerors shall provide names, addresses and telephone numbers of the last three customers, either Government or commercial, that have received the same product during the past three years ( this information is needed for the evaluation of past performance). Each offer or shall include a completed copy of the FAR provision 52.212-3, "Offer or Representations and Certifications-Commercial Items" (JULY 2002).
