Description
This is a preliminary notice only. All dates mentioned herein are subject to change. THIS PROCUREMENT ACTION IS A 100% SMALL BUSINESS SET-ASIDE. The Federal Bureau of Investigation (FBI) has a need for a Equipment Storage Facility at the FBI Criminal Justice Information Services Division (CJIS) located in Clarksburg, West Virginia. Work shall include but not limited to: construction of an 8715 square foot pre-engineered vehicle storage building, installation of fuel dispensing, construction of an 893 square foot car wash building and related sitework. The Government estimated the magnitude of this procurement between $500,000 and $1,000,000. Tentative release date for the solicitation is July 14, 2003 . All interested parties must submit a deposit for plans and specifications. The deposit amount is $200 and will be returned after plans and specifications are mailed back to the FBI. A Pre-Bid conference and site investigation are tentatively scheduled for Ju1y 23, 2003 , at FBI CJIS Division, 1000 Custer Hollow Road, Clarksburg, West Virginia 26306. A 72 hour advance notice is required to attend the conference and site investigation. Because of security requirements, interested parties must furnish the Names, Date of Birth, Place of Birth and Social Security Numbers of the individuals who will be attending the site investigation and pre-bid conference. This information is required by close of business 7/18/03 . This information may be sent by facsimile to the attention of Mr. Richard I. Sanders at 202/324-0570. The FBI reserves the right to deny entrance to any individual who?s name was not furnished to the FBI prior to the close of business. Due to national security and safety issues, the FBI?s receipt of bids has been revised and public Bid openings will no longer be conducted.. Bidders are prohibited from the delivery of Bids to any FBI facility. Until further notice, bids must be submitted through United States Postal Service (USPS) by the specified due date and certain bid documents must be faxed to 202/324-0570 no later than 12:00 midnight on the specified bid due date. In order for a bid to be considered timely and responsive, the bidder must submit all of the following required materials using BOTH methods below: Via USPS by the bid due date: a. The bid must be mailed to the FBI through United States Postal Service (USPS). Regarding the mailing of the bid, each Bidder shall be responsible for ensuring that the Bid is sent either by registered or certified mail postmarked by a USPS via Hand Stamp clearly showing the date of receipt by the USPS and postmarked not later than the bid due date. Via facsimile to (202)324-0570 by midnight EST on the bid due date: b. The bidder must send a facsimile cover letter showing the date of receipt of the bid by USPS and postmarked not later than the bid due date. The bidder must use that cover letter to transmit the required documents and information listed in items c, d, and e: c. Standard Form 1442, and acknowledgment of all amendments, if not clearly identified on SF-1442; d. Pricing information, including line item and total prices, if not clearly identified on SF-1442: and e. Bid Bond (Standard Form 24). Any Bid sent to the FBI without having transmitted all required information via facsimile to the Contracting Officer by the bid due date shall be considered late and nonresponsive. The Bid due date is August 4, 2003 and Bid recording will take place the following business day. The successful bidder shall be required to adhere to FBI security requirements as set forth in the contract documents. Performance and Payment Bonds are required. In addition, the successful bidder must comply with the registration and tax requirements for the City of Clarksburg, West Virginia. Access to the job site shall be limited to U.S. Citizens ONLY. A Payment Bond is required if sub-contractors or suppliers are used on the project. 4. Definition and Terms The term ?Postmark? means a printed stamp, otherwise placed impression (exclusive of a postage meter machine impression) that is readlily identifiable without further action as having been supplied and affixed on the date of mailing by employees of the United States Postal Service. Therefore, bidders should request the postal clerk to place a legible hand cancellation bull?s eye postmark on the facsimile cover letter, on the envelope or wrapper of the bid, and on the receipt. The ?Bid due date? is on August 4, 2003 . The term ?EST? means Eastern Standard Time.
