Description
Provide professional architect/engineer which disciplines may include but are not limited to: architectural, electrical, mechanical, and industrial hygiene. All professional services shall be a part of the design team, as necessary for demolition construction, inspection, testing and certification of all work for Project 534-313 =93Inpatient Privacy 3BN=94 for the Ralph H. Johnson VA Medical Center, Charleston, SC. The intent of this project is to renovate an existing 8,000 sq. ft. ward by reallocating space from 4-bed patient rooms served by congregate toilets/bathing facilities to private/semi private rooms with private/shared toile showers. Submissions are expected at the schematic design concepts (15%), preliminary designs (35%), Design (60%), and final construction documents, including cots estimates (100%). Construction Cost range is: $1,000,000. - $2,000,000. A/E will be required to provide evidence of professional liability insurance of $1,000,000. Architect-Engineer firms which meet the requirements described in this announcement are invited to submit: (1) a Standard Form 254, Architect =96 Engineer and related Service Questionnaire, (2) a Standard Form 255, Architect-Engineer and Related Service Questionnaire for Specific Project, when requested and (3) any requested supplemental data to the procurement office shown. Firms having a current Standard Form 254 on file with the procurement shown are not required to register this form. Firms desiring to register for consideration for future projects administered by the procurement office (subject to specific requirements for Individual projects) are encouraged to submit, annually a statement of qualifications and performance data utilizing Form 254, Architect =96 Engineer and Related Service Questionnaire. Firms responding to this announcement before the closing date will be considered for selection, subject to any limitations indicated with respect to size and geographic location of firm, specialized technical expertise or other requirements listed.=20 Following an initial evaluation of the qualifications and performance data submitted, three or more firms considered to be the most highly qualified to provide the type of services required, will be chosen for negotiation, Selection of firms for negotiation shall be through an order of preference based on demonstrated competence and qualifications necessary for the satisfactory demonstrated competence and qualifications necessary for the satisfactory performance of the type of professional services required, that include: (1) Professional-capabilities; (2) specialized experience and technical competence, as required; (3) capacity to accomplish the work in the required time: (4) past performance on contracts with respect to cost control, quality of work, and compliance with performance schedule;=20 (5) geographic area: architect engineer firm must be located within 200 mile radius of work site to be considered; (6) any other special qualification required under this announcement to the Network Contracting Officer (10N&/NLO), WJBD VA Medical Center, 6439 Garners Ferry Road, Columbia, SC 29209 no later than August 8, 2003 4:30 p.m. EST. This is not a request for proposal. The NAICS Code assigned to this project is 541310. This announcement is full and open competition. Award is subject to availability of FY 2003 Funds.
