- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Aquisition Regulation, part 12. This announcement constitutes the only solicitation; proposals are being requested and a WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation number F8FHSG31410100 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Aquisition Circlar 97-20. This procurement is for Full and Open Competition. The North American Industry Classification System (NAICS) code and small business size standard are 813312, 5mil. The government intends to issue a purchase order for animal control services for Offutt AFB and base housing. CONTRACTOR MUST BE REGISTERED IN CENTRAL CONTRACTOR REGISTRATION (CCR) PRIOR TO AWARD. If not alrady registered in CCR, go to WWW.CCR.GOV to register prior to submitting quote. NO PARTIAL QUOTES WILL BE CONSIDERED. NO PARTIAL AWARDS WILL BE ALLOWED. All contractors are requested to utilize the PRO-Net program to assist them in obtaining resources o meet their contractual requirements. PRO-Net is an electronic gateway of procurement information for an about small businesses. Statement of Work: 1.Scope: The work covered by this statement consists of all labor, equipment, materials, and transportation to perform animal control/shelter services for Offutt AFB, NE. 2.GENERAL: a. Collecting, capturing, confining, treating, and transporting of animals shall comply with standards established by the Humane Society of the United States and any additional state/county laws and ordinances. b.All calls will originate from the Offutt AFB, Law Enforcement desk. c. Will respond to all areas of Offutt AFB and Capehart Housing, will assist with wild and domestic birds/animals and will not collect vermin. (rats, mice) d. With approval by the Security Forces, the contractor shall quarantine all reported animals that have bitten someone or are suspected to be rabid. e. The contractor will be proficient with a tranquilizer gun. Anytime a tranquilizer gun is to be used; a Security Forces representative will be present. The contractor will provide all other equipment needed for the capture of the animal. f.Will store an animal for up to five days, charging the pre-approved cost for dogs and cats. g.When an animal is released to the owner, the owner will be required to pay for the animal?s stay.They will also be briefed on the proper care and control of their pet. h.Will be the responding agency for animal abuse and neglect cases. i.If it is required to seize an animal from Offutt AFB or Capehart Housing, a Security Forces representative will be present.
