Description
The contractor shall provide all services and materials as needed to produce a comprehensive administrative history for Point Reyes National Seashore. This is a specialized study that focuses on the establishment of the national park and discusses how it has been managed by the National Park Service since 1962. The preparation of this document requires research and collection of information and materials, organization of materials, synthesis and intrepretation of information, narrative writing, and the ability to organize text, photographs, maps, sketches, and other illustrations into an eye-pleasing and readable camera-ready document. The following tasks will be required: plan and conduct intensive historical research on the administrative history of Point Reyes National Seashore using primary and secondary resources; prepare a detailed and comprehensive outline for the subject report and compile a list of potential research repositories and individuals to contact; prepare a clearly written comprehensive administrative history of 300-400 pages in length based on the approved outline and in accordance with the standards for historical research projects, including footnotes, annotated bibliography, appendices, index, photographs, maps and other graphic materials as appropriate; present all findings and analysis clearly; collect appropriate graphic materials for inclusion in the document; and provide copies of all documents and photographs collected, organized into useable research files according to the chapters of the study. The work of this project will be completed in two phases. Phase I, the final draft administrative history, will be due within 20 months after award, and Phase II, contingent upon the availability of funding, the polished history complete with illustrations in a camera-ready format, due within 12 months thereafter. Award selection will be determined after an evaluation of the contractor's record of accomplishments; knowledge of Point Reyes National Seashore; professional qualifications; research design and work plan; and the proposed project cost. A Request for Quotations (RFQ) will be available for electronic access on or about July 21, 2003, and will close 2-3 weeks after issuance. This acquisition is being solicited under the Simplified Acquisition procedures of FAR Part 13 and is reserved exclusively for Small Business concerns.
