Description
SOURCES SOUGHT MARINE CONTRACTORS/ENGINEERS This is a REQUEST FOR INFORMATION. This RFI requests information needed by the Government prior to release of any potential solicitation. This is not a request for proposals and in no way obligates the Government to award any contract. The Naval Facilities Engineering Service Center (NFESC) is seeking an expression of interest from marine contractors/engineers for project execution and construction support services to be provided by the Contractor to the Ocean Construction Division, (Code 55), Naval Facilities Engineering Service Center. The emphasis of the required support will be for the inspection, installation, maintenance and repair of waterfront and ocean structures, moorings, pipelines, bridges, waterfront boat barriers, physical security equipment, magnetic silencing facilities, water tanks, cable-related and other engineering projects throughout the world. This support may be required in the form of project management, economic impact studies or analysis, scheduling, feasibility studies, engineering analysis, facility designs, preparation of project plans and specifications, geotechnical and bathymetric surveys, underwater inspections, cable static and dynamic analysis, failure analysis and recovery of damaged structures; positioning and navigation services; installation planning, fabrication of project components; installation and repair of moorings/cable/other projects, provision of installation work platform(s), personnel and equipment, project logistical support, field inspection, quality control, preparation of project technical reports and drawings, preparation of required permit documentation, preparation of training materials, and preparation of bimonthly detailed (and summary) project cost and management progress reports. The Contractor shall be able to provide sufficient workload management of personnel, facilities, and equipment at the time of contract award to meet the requirements. Technical competence of the Contractor for inspection, installation, maintenance and repair of waterfront and ocean structures, mooring, pipelines, bridges, waterfront boat barriers, physical security equipment, water tanks, cable-related projects construction, marine operations, and marine equipment utilized in engineer projects is critically important. Issuance of a formal RFP is anticipated in Fall 2003. It is envisioned that multiple indefinite quantity contracts will be required with a ceiling of up to $100M per year with a base period of performance of one (1) year with provisions for four additional options of 1 year each. Specific services would be established by individual task orders. This announcement serves to facilitate development of a future request for proposals (RFP), and is NOT a formal solicitation and is NOT a Request For Proposal. Any formal solicitation will be announced separately. This synopsis is for information and planning purposes ONLY, and is not to be construed as a commitment by the Government.
