Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation to be issued. Quotations are being requested and a written solicitation will not be issued. Solicitation number CS-03-PR-00956 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-12. This acquisition has been designated as a small business set-aside. The North American Industry Classification System (NAICS) Code is 339943. The contract will be awarded using simplified acquisition procedures in accordance with FAR Part 13.5. The contract will be awarded as a firm fixed price contract. Award will be a single vendor award. This requirement is for electric seal embossers that shall be shipped to 150 ports that will be identified upon contract award. Each of the 150 electric Raised Seal Embossers, shall be paper activated (no buttons to push or levers to pull) and shall be unique to each port with port code(150 unique and separately designed seals and text), and contain security features of indelible tri - colored printing and octagon textured rope border as well as second bullet border within. The specification shall include that the machine is made of Iron cast upper and lower casing to insure stability and long life. The machine shall comply with 115V 60Hz. The machine shall have an automatic date advance (understanding that manual change may be needed at certain months/daylight savings time, etc) but otherwise an auto advance feature. The raised embossed seal shall be approximately 1 ? - 2 ? in size. Defined Description: On the left side of the design will be the raised seal. The raised seal will be octagon in shape and have a rope type border, surrounding within this ROPE border will be the words Customs & Border Protection, place another bullet circle within the seal and inside that border will be the four digit port code. (For example the Port Code for the Port of Brownsville is 2301. In addition, at the same time the seal is triggered, it will print on the right side of the design: U.S. Vehicle Export, the Date, Time (military time) and Port Name in TRI-COLORED ink. (i.e. Port of Brownsville) This print/emboss trigger shall be paper activated and completed in one step. The Raised Embossed Seal on the left (design available upon request); Text on the Right U.S. Vehicle Export 17 June 2003 1455 Port of Brownsville Within the outer border of the seal , the word Customs and Border (from left hand side, around the top). On the bottom of the seal within the outer border, the word Protection. Then a second border within made with bullets. Within that border will be the port code that is associated with the port name text on the right. Contractor shall provide a sample to the government for approval prior to production. The matrix containing the port code and port name shall be given to the contractor upon award of the delivery order. The contractor shall deliver all 150 seal embossers FOB detention to the ports identified in the Delivery Order matrix within twelve weeks from the date of the delivery order. Technical ability is as important as price. Offerors shall provide descriptive technical literature with specifications in sufficient detail to demonstrate that the items offered meet the minimum requirements specified above. Offerors shall include a completed copy of the provision of FAR 52.212-3, Offeror Representations and Certifications ? Commercial Items, with the quote.
