Description
This is a SOURCES SOUGHT NOTICE to determine the availability of potential sources to privatize applicable electric distribution and natural gas distribution systems at Travis Air Force Base, California. The base is located 50 miles northeast of San Francisco at Fairfield, California. Known as the ?Gateway to the Pacific,? its aerial port handles more cargo and passenger traffic than any other military air terminal in the United States. Travis AFB occupies 7,800 acres with two runways, each approximately 11,000 feet. There are 1,755 buildings: 416 industrial/administrative facilities and 1,339 military family housing facilities. The Electric Distribution System. Power is supplied to the base from Pacific Gas and Electric via a 60 kV line; the Air Force owns four substations with a total gross capacity of 80 MVA. The transmission system consists of two radial 60 kV circuits, with a total length of approximately 4 miles. The distribution system consists of approximately 49 miles of lines, with approximately 43% being underground and 57% overhead. The overall condition of the system is considered to be good. The Natural Gas Distribution System. Gas is supplied to the base from Pacific Gas and Electric at two delivery points and distributed at the base pressure of 12 psig. The distribution system consists of approximately 26 miles of underground mains; the main lines are considered to be in average to good condition. The Contractor(s) shall furnish all facilities, labor, materials, tools, and equipment necessary to own, maintain and operate the utility system(s) in a safe and reliable condition. The Contractor(s) shall manage the maintenance, repairs, replacement, etc., of the system(s) to ensure continuous, adequate, and dependable service for each Government or tenant connection within the service area. Real property interests will be conveyed in the form of a Right-of-Way (ROW) as an attachment to the Request For Proposal (RFP). The utility system(s) will be conveyed via a Bill of Sale upon award of the contract. At this time, no solicitation exists: therefore, DO NOT REQUEST A COPY OF THE SOLICITATION. HOWEVER, BE ADVISED THAT SOLICITATION ISSUANCE IS ANTICIPATED ON OR ABOUT NOVEMBER 3, 2003. Offerors having the skills and capabilities necessary to perform the stated requirement are invited to provide information to contribute to this market survey/sources sought including, commercial market information and company information via e-mail or facsimile (703-767-2382) to Mily Le, Mily.Le@dla.mil no later than August 8, 2003.
