Description
STATEMENT OF WORK FOR PUBLISHING "WATERMARKS" NEWSLETTER: GENERAL: Contractor shall provide editing, writing, administrative, graphic and design services for "Watermarks" newsletter, which provides information on activities under the Coastal Wetlands Planning, Protection and Restoration Act (CWPPRA), P.L. 101-646. Publication will be distributed tri-annually during the months of April, August, and December. Publication is 16 pages in length, including front cover (cover #1), inside front cover (cover #2), twelve text sheets inside the covers (head-to-head) and back cover?inside back cover (cover #3) and outside back cover (cover #4). NEWSLETTER CONTENT: Subject matter and final content of each issue is subject to the approval of the CWPPRA Outreach Committee and publication editor. Topics include general, background, scientific and technical information, descriptions of completed, current and planned projects, significance of projects and other news and information related to coastal wetland restoration activities in Louisiana. Contractor responsible for all graphics, artwork, articles and photography. Government reserves right to submit photos. Contractor will be provided background material and leads by the committee and others. MAJOR TASKS: (1) Planning-Issue planning will be conducted with the committee and publications editor through an annual editorial conference plus teleconferences as necessary. (2) Information Gathering/Research-Contractor will interview and collect information from key personnel, experts and others. (3) Detailed Outline-Contractor will provide a detailed outline, article by article, of each issue or publication. (4) Writing-Research and writing will include combining pieces of information collected from several sources into single feature; developing captions for photos; writing subheadings and headlines and developing graphs and bar charts to depict work items or coastal zone information. Writing will require contact with Government and non-government personnel. (5) Editing-Contractor will edit all material submitted by the committee. Editing will be done for grammar, punctuation, style and tone. Questions on tone or focus should be directed to committee members before editing. Material requiring extensive editing will be resubmitted to the committee for final approval. Editing may require contact by telephone with the writer, subject experts, or photographer or person appearing in the photograph to confirm facts and assure appropriate and complete coverage of the subject. (6) Submission of material-Contractor will submit first draft copy electronically via Microsoft Word to publication editor who reviews it and submits it to the committee. The committee returns the edits or comments back to the editor. The editor and contractor work together to makes necessary changes. The contractor re-submits a second draft to the publication editor who then forwards to the committee for final approval. Numerous drafts may be required. (7) Graphic design services-Contractor will propose design formats and following a design selection, provide the final layout for committee and editor approval in an Adobe PDF format. (8) Editorial and graphics standards?The contractor will develop and maintain, in consultation with the committee and editor, consistent editorial and graphic standards. The Associated Press Stylebook will be used to establish basic editorial standards. (9) Pre-flight file--The contractor will be required to submit a digital pre-flighted file and four-color proof (hard copy) to the printer. Contractor will have a minimum of 45 days from receipt of Government furnished information to complete publication. Publication must be received 30 days prior to distribution date to allow for printing. Government shall provide specific contacts, technical experts and written source material for use in newsletter. The publications editor, in consultation with the CWPPRA committee, and the contractor, will establish a schedule for review of draft articles, draft layouts and final drafts. Publication schedule will be set up and adhered to so that the newsletter can be completed and distributed in a timely manner. Contractor work shall meet generally accepted professional standards and is subject to acceptance by the committee and editor of the publication. The Associated Press Stylebook will serve as the standard for editorial and graphic design services performed under this contract. Contractor will be required to travel to New Orleans, Louisiana, to attend not more than two, 2-day editing and planning conferences per year. Cost of required travel shall be paid as direct cost in accordance with the Federal Travel Regulations (FTR).
