Description
The National Marine Fisheries Service (NMFS), Alaska Region, requires a contractor to recruit, select, supervise and outfit observers for the Alaska Marine Mammal Observer Program (AMMOP). The objectives of the program is to report on the number and condition of incidental injury and mortality to marine mammals and seabirds occurring during the course of Category II commercial fishing operations in Alaska. The main objectives are: 1) obtain reliable estimates of incidental serious injury and mortality of marine mammals, 2) obtain reliable estimates of incidental serious injury and mortality of seabirds, 3) determine the reliability of reports submitted by vessel owners and operators, 4) identify changes in fishing methods or technology that may increase or decrease incidental serious injury or mortality if necessary, 5) collect biological samples for scientific studies that may otherwise be unobtainable, and 6) record data on by-catch and discard levels of all species. The specific tasks for observers to perform during the course of this contract will be: 1) collection of data in 2004 of the salmon set gillnet fishery around Kodiak Island, and 2) outreach for this program in 2003 and 2004. The period of performance will be one base year, beginning on date of contract award (approx. 9/26/03) and will include a one-year option period. A Request for Proposal (RFP) solicitation will be available on or about July 23, 2003, through the Government's website at http://www.fedbizopps.gov/. No paper copies of the solicitation will be issued. No telephone, facsimile, or written requests will be accepted. It is incumbent upon interested parties to register at the solicitation's site for notification and to review the site frequently for any updates/amendments to any and all documents.
