- Description
- You are invited to submit a budgetary quotation to furnish training as outlined in the Performance Work Statement, found within this descriptive. This request is for informational planning purposes only and is important for establishment of a realistic cost estimate. The government does not intend to award a contract on the basis of this solicitation, or otherwise pay for the information solicited except as provided in subsection 31.205-18, bid and proposal (b&p) costs, of the federal acquisition regulation. Identify any factors that would affect the prices quoted, and specify equipment and technical data that would be needed to support training (inclusive of stock number, part number, noun description, T.O. numbers, description of manuals and software). Also, specify whether said items would be Contractor or Government furnished. For performance in overseas areas, please identify logistical and administrative support required for your instructors. ------Performance Work Statement -- 1. Scope. (a)Training is required by the Royal Saudi Air Force (RSAF) in support for Contractor, Operator, Maintenance and Instructor Support (COMIS) for the F-15 C/D Distributed Mission Trainer (DMT) stipulated in the proposed Pricing and Availability (P&A) letter by the United States Government (USG). Please submit ROM under two different options (see below). (b) The training method is Contractor, Type 1 Special Training procured by the Air Education and Training Command (AETC) managed by Air Force Security Assistance Training (AFSAT) and presented under the auspices of the Security Assistance Training Program. All training requirements to achieve the task are to be provided, including training aides, syllabus, and technical documentation. (i) Prime contractor will train RSAF Maintenance Technicians from Skill Level 3 to Skill Level 7 enabling RSAF to independently support DMT?s following the end of the contract. (ii) Prime contractor will train RSAF Instructor Pilots enabling them to independently support future training of RSAF aircrew following the end of the contract. (c) Training will be unclassified. The contractor shall provide training derived from approved course documents reflecting the training course content and duration. (d) Currently there is no start date and number of students is to be determined. (e) Training will occur within the CONUS and/or INCO. 2. Student Prerequisites. Aircraft pilots will have a minimum English Comprehension Level (ECL) of 80 and maintenance students will have a minimum ECL of 70, as documented by the USG security assistance officer in Saudi Arabia. The least capable student will be expected to ?understand spoken English and fully comprehend operations and technical manuals.? 3. Student Support. (a) Student Housing: CONUS is Student responsibility. In-Kingdom, not required. (b) Student Ground Transportation: CONUS is Student responsibility. In-Kingdom, not required. 4. Other Considerations. (a) All instruction and technical information will be in the English language. (b) The contractor will use USG Joint Travel Regulations (JTR). The contractor will be responsible for obtaining country clearances, a secret security clearance, and a visa, if required. ------ Two Options for F-15 C/D Distributed Mission Trainer (DMT)Contractor, Operator, Maintenance and Instructor Support (COMIS) (To Start at the end of Currently Contracted First Year COMIS) -------OPTION 1 ?(a) 3 year COMIS contract guaranteeing 95% Operational Availability. (b) Saudi Offset Company contracted through FMS as Prime Contractor by means of competition. (c) Prime Contractor to independently provide same level of COMIS as First Year (including Spares/Repairs) and to be responsible for subcontracting all necessary support from other companies. --------OPTION 2 ? (a) 3 year COMIS contract guaranteeing 95% Operational Availability. (b) audi Offset Company contracted through FMS as Prime Contractor by means of competition. (c) Prime Contractor to independently provide same level of COMIS as First Year (including Spares/Repairs) and to be responsible for subcontracting all necessary support from other companies. (d) Prime Contractor to train RSAF Maintenance Technicians from Skill Level 3 to Skill Level 7 enabling RSAF to independently support DMT?s following the 3-year contract. All training requirements to achieve the task are to be provided, including training aids, syllabus, and technical documentation. (e) Prime Contractor to train RSAF Instructor Pilots enabling them to independently support future training of RSAF aircrew following the 3-year contract. All training requirements to achieve the task are to be provided, including training aids, syllabus and technical documentation. (f) Spares/Repairs to be facilitated through RSAF supply system. Additional spares required due to increased Turn Round Time (TRT) (average 180 days) to be provisioned. Spares/Repairs and provisioning to be funded through this FMS case for the period of the contract.
