Description
NA The U.S. Army Medical Command (MEDCOM) Center for Health Care Contracting (CHCC) has a requirement for a nonpersonal services contract to provide Clinical Reference Laboratory Services within the TRICARE Regions in the Continental United States (CONUS); Ou tside of Continental United States (OCONUS); and selected overseas locations. The contractor shall provide all required management; facilities; qualified personnel; services; transportation, shipment, testing and results of specimen samples; materials; eq uipment; and supplies required to perform and report supplemental laboratory testing services and procedures in accordance with the Performance Work Statement (PWS). Clinical reference laboratory services will support the U.S. Army, U.S. Navy, U.S. Air Fo rce, Veterans Administration, Coast Guard, the Federal Prison System, and any other federal government agencies?????? medical activities that have participated in the current contract for Clinical Reference Laboratory Services. Initial use of this contrac t will be limited to those agencies identified on solicitation. No other federal agencies will be considered at this time. All tests shall be executed at the contractor??????s premises, or within the Contractor??????s network of laboratories (affiliate o r qualified subcontractor). Contractor referrals to a secondary (subcontractor) laboratory shall be kept to a minimum for control and uniformity purposes. The Contractor shall ensure that all employees under this contract who are interacting with governm ent personnel are able to read, write, and speak English. The laboratory shall hold all legally required license(s), certification(s), accreditation(s), and insurance(s) in accordance with Federal statutes and implementing regulations as well as those of the state in which the laboratory is located. Any subcontractor performing services hereunder shall meet the same requirements as the prime contractor. Proof of the above required certification(s), accreditation(s), license(s), general liability insuranc e, etc. shall be provided with the proposal. The Contractor employees shall have the ability to perform the applicable duties consistent with their license and certification. All laboratory testing staff shall comply with minimum federal, state, and loca l law qualifications/requirements. All Contractor employees shall comply with applicable state regulations regarding their certification, registry, or license for the state in which the Contractor??????s testing facility is located. The contractor shall ensure that all testing and supervisory personnel at all contractor-owned, affiliate, or subcontracted laboratories assigned to work under this contract meet and maintain the applicable personnel qualifications set forth under the Clinical Laboratory Impro vement Amendments (CLIA) of 1988 regulations, the College of American Pathology (CAP) accreditation standards, or other accrediting organizations?????? and State standards. The contract base period will be from October 1, 2003 through September 30, 2004 w ith four one-year options through September 30, 2008. Scope of Work: The Contractor shall provide the full range of clinical and anatomic pathology diagnostic testing capabilities to execute required tests annotated on solicitation plus other new tests a dded during the term of the contract. All clinical reference laboratory testing shall be executed in accordance with standard industry practices. The North American Industrial Code System (NAICS) code is 621511. The Small Business Size Standard is $11.5 M. This requirement will be solicited as full and open competition. Each large business offeror shall submit a Subcontracting Plan as part of the proposal. Current goals are: Not less than 30% of the total contract value for small businesses, which inc ludes 5% for Small Disadvantaged Businesses, 5% for Woman-Owned Businesses, 3% for HUBZone Small Businesses, 3% for Service Disabled Veteran-owned Small Busines ses and 3% for Veteran-owned Small Businesses. The solicitation will be issued on or about July 3, 2003. A pre-proposal conference (PPC) will be held during the month of July, 2003. The exact date, time, and location of PPC will be identified in the sol icitation. All potential sources are encouraged to request a copy of the solicitation in writing on company letterhead to include their name and point of contact (POC) with their firm, address, phone number, facsimile number, and email address.
